Position Summary

The EHS Prenatal and Home-Based Manager is responsible for the overall management and oversight of the Prenatal and Home-Based area as outlined in the Head Start Performance Standards. This includes the team that provides early learning-focused, curriculum-based home visits to pregnant women and parents of infants and toddlers to promote families' ability to support their health improvement, social empowerment, and their children's development towards school readiness. Services may include providing encouragement and guidance; providing direct services; identifying client needs and goals related to health, education, child development, and social services; and supporting clients in accessing the services needed. This position is responsible for the program development, coordination, and supervision of their service area. The position also provides leadership in conducting outreach and follow-up and supervises Lead Advocates at all sites.

Core Functional Responsibilities
General Oversight
  • Works collaboratively with the Community Engagement Manager to ensure in-kind requirements are met.
  • Works collaboratively with other service area managers to ensure that Lead Advocates and Advocates meet all required needs in education and health and safety.
  • Works collaboratively with the Director of Education, attends all School Readiness Taskforce Meetings, is open to attending training courses, and provides feedback on training for staff.
  • Maintains a system to track caseloads of all Lead Advocates and Advocates to ensure staff are maintaining full caseloads.
  • Works collaboratively with the PA's and Lead Advocates for fleet management at each site.
  • Ensures all new Advocates complete all necessary onboarding processes with all service areas to ensure they are prepared and ready to service clients.
  • Works collaboratively with the Community Engagement Manager by monitoring outreach and recruitment for Lead Advocates and Advocates to ensure they occur consistently.
  • Ensures all staff are entering their outreach efforts into the tracker regularly.
Coaching
  • Ensures the Lead Advocates and the staff they supervise are meeting all program requirements.
  • Meets regularly with the Lead Advocates to provide guidance, review caseloads, talk through any trends, and help strategize for the service area.
  • Monitors the to-do list weekly and follows up with the Lead Advocates regularly to ensure all Advocates are keeping their families in compliance and maintaining clear notes in Child Plus.
Home Visiting
  • Ensures two quality assurance home visits are conducted with the Lead Advocates as well as ensures the Lead Advocates conduct them with all the staff they each supervise each program year.
  • Ensures staff maintain a professional, culturally sensitive, and respectful approach when visiting/addressing clients and their families and during all types of communication
  • Ensures staff conduct the correct number of home visits for families as required by the performance standards. Ensures every reasonable effort is made to make up any canceled home visits.
Collaboration with other service areas
  • Works collaboratively with the Health & Safety team to ensure that all prenatal families are transitioned to home-based services at 4 months.
  • Works collaboratively with the Community Engagement Manager to ensure Advocates and PEA/FEAs work together and maintain best practices.
  • Works collaboratively with the education team, ensuring socialization calendars are planned for the year, planning meetings are held each month, and successful socializations occur at all three sites.
  • Works with the PA's at all sites to approve and manage the overall partnership with Mitzvah Circle & Cradles to Crayons.
Community & MCC Resources
  • Ensures families are connected to resources and social service networks in and around the areas where they live.
Supporting Responsibilities
  • Works with leadership at the sites to plan and facilitate Site Team Meetings and Socializations. Attends community meetings and health fairs and represents MCC as requested by their supervisor or other Directors from the EHS program.
  • Regular supervision with the Director of Social Services, and regular communication with the other Directors, Managers, and other leadership staff
  • Other duties as assigned within the scope of the position expectations

  • Demonstrates knowledge of the concepts and practices associated with community health issues, particularly with pregnant women, prenatal care, child development, parenting and other services for mothers, young children, and their families.

Experience, Education, and Licensure
  • Experience: Three or more years of supervisory experience preferred, with demonstrated experience in program planning and monitoring.
  • Education: Bachelor's degree in Social Services, Public Health, Early Childhood Education, or a related field required.
  • Equivalent combinations of education and relevant professional experience may be considered.

Maternity Care Coalition operates as a hybrid organization. The assigned work arrangement for this position may include a combination of remote and onsite work and will be determined based on operational needs, role responsibilities, and performance. Work arrangement expectations may be modified over time to meet organizational or programmatic requirements. Staff working remotely are responsible for maintaining a safe and appropriate workspace.

  • Ability to engage in extended periods of sitting, computer work, and sustained concentration to complete financial analysis, reporting, and related tasks.
  • Ability to occasionally bend, reach, lift, carry, push, or pull training materials or equipment, generally not exceeding 30 pounds.
  • Possession of a valid driver's license issued by the state of residence and the ability to successfully pass a motor vehicle record check, where driving is an essential function of the role.
  • Ability to travel occasionally to attend conferences, seminars, and professional meetings.
  • Ability to work non-traditional hours on an occasional basis based on operational needs.
  • Employment is contingent upon the successful completion of required post-offer pre-employment background clearances, as well as any additional post-hire background, compliance, or programmatic clearances required by the organization, funders, or applicable regulations.
  • This role supports compliance for regulated funding streams, including Early Head Start, through timely financial reporting, audit readiness, and escalation of material risks to executive leadership.

  • Anticipated Hiring Salary: $73,000.00, based on qualifications and experience.
  • Salary Range: $60,800.00 - $77,382.00; Employees may become eligible for compensation increases within the salary range over time, consistent with performance, market conditions, internal equity, and business needs.
