Qualifications

EHS Community Engagement Manager

Salary Range: $60,800.00 To $77,382.00 Annually

Position Summary

The EHS Community Engagement Manager is responsible for the overall management and oversight of the Community Engagement service area, as outlined in the Head Start Performance Standards, including recruitment, enrollment, attendance, eligibility, planning, recordkeeping, data collection, confidentiality, and service delivery. Their responsibilities include overseeing the program's outreach and recruitment plan and building partnerships and relationships in the communities we serve. They will oversee the program's Policy Council and ensure that families are trained and prepared to fulfill their duties throughout the year. This position will supervise all the Family Engagement Staff at all three sites.

Core Functional Responsibilities
General Oversight
  • Works collaboratively with the EHS Home-Based Prenatal Manager to ensure that in-kind requirements are met
  • Works collaboratively with the Director of Education, attends all School Readiness Taskforce Meetings, is open to attending training courses, and provides feedback on trainings for staff.
  • Ensures orientation for all new children happens prior to children starting in the center.
Outreach and Recruitment
  • Ensures the program has regular outreach locations for all advocates and PEA staff that are monitored and tracked on an ongoing basis.
  • Works collaboratively with CES to ensure we are attending outreach events in the community.
  • Works collaboratively with the EHS Home-Based Prenatal Manager to identify community outreach events that staff can attend.
Community Engagement & Partner Sites
  • Develop relationships with partner sites to ensure regular communication and collaborative work.
  • Provide quality assurance at the partner sites by ensuring regular EHS staff presence and that staff understand the importance of communicating anything out of the norm they may observe.
  • Ensure the monthly enrollment meetings for each Partner are scheduled and happen each month.
  • Identify, develop, and evaluate community resources for children and families, as well as memoranda of understanding and other inter-agency agreements that affect services to families.
Parent Engagement
  • Ensure we have a fully functional Policy Council team and that meetings occur regularly according to the agreed-upon schedule.
  • Works with the Family Engagement team to ensure monthly parent meetings are scheduled and happening.
  • Ensures the development of Family Partnership Agreements by Program Engagement Staff (PEA/FEA) and provides support to families as needed.
  • Ensures the development of the fatherhood initiative in collaboration with the Director of Social Services.
Home Visiting
  • Ensures all PEAs/FEAs conduct 2 home visits per year with families, in collaboration with teachers at each site.
  • Provides quality assurance in-home visits as required and plans and coordinates home visits with the Education team when additional support is needed.
  • Ensures that all home-visiting components are being met by the Parent Engagement staff who carry caseloads.

  • Demonstrates knowledge of and sensitivity to the issues facing the community we serve; knowledge of community resources
  • Demonstrates knowledge of the concepts and practices associated with community health issues, particularly with pregnant women, prenatal care, child development, parenting, and other services for mothers, young children, and their families.
  • Demonstrates leadership and Strong Management Skills
  • Demonstrates experience with evidence-based programs and practices
  • Demonstrates knowledge of Head Start/Early Head Start programs
  • Shows good record-keeping and organizational skills
  • Ability to prioritize and multitask multiple responsibilities and tasks
  • Builds and maintains strong partnerships in the community and with our partners
  • Partners with our service area leaders
  • Leads and guides the Parent Engagement team
  • Maintains confidentiality in accordance with EHS and MCC policies and guidelines.
  • The ability to travel in and around Philadelphia and Montgomery County to provide services as needed.
  • Regular supervision with the Director of Social Services, and regular communication with the other Directors, Managers, and other leadership staff
Experience, Education, and Licensure

Experience: Three or more years of supervisory experience preferred, with demonstrated experience in program planning, implementation, and monitoring.

Education: Bachelor's degree in Social Work, Public Health, Early Childhood Education, or a related field required.

Maternity Care Coalition operates as a hybrid organization. The assigned work arrangement for this position may include a combination of remote and onsite work and will be determined based on operational needs, role responsibilities, and performance. Work arrangement expectations may be modified over time to meet organizational or programmatic requirements. Staff working remotely are responsible for maintaining a safe and appropriate workspace.

  • Ability to engage in extended periods of sitting, computer work, and sustained concentration to complete financial analysis, reporting, and related tasks.
  • Ability to occasionally bend, reach, lift, carry, push, or pull training materials or equipment, generally not exceeding 30 pounds.
  • Possession of a valid driver's license issued by the state of residence and the ability to successfully pass a motor vehicle record check, where driving is an essential function of the role.
  • Ability to travel occasionally to attend conferences, seminars, and professional meetings.
  • Ability to work non-traditional hours on an occasional basis based on operational needs.
  • Employment is contingent upon the successful completion of required post-offer pre-employment background clearances, as well as any additional post-hire background, compliance, or programmatic clearances required by the organization, funders, or applicable regulations.
  • This role supports compliance for regulated funding streams, including Early Head Start, through timely financial reporting, audit readiness, and escalation of material risks to executive leadership.

  • Anticipated Hiring Salary: $73,000.00 based on qualifications and experience.
