EHS Manager - Safety & Environmental Onsite in Council Bluffs, IA

$150,000 DOE 15% Annual Incentive Fully paid healthcare premium options The Safety & Environmental Manager is responsible for developing, implementing, and overseeing comprehensive Safety and Environmental programs to ensure compliance with federal and state regulatory requirements and promote a robust safety and environmental culture. This role leads risk reduction initiatives, manages Process Safety Management (PSM) protocols for highly hazardous chemicals, directs environmental compliance across air, water, and waste media, and collaborates with leadership to maintain safe, responsible, and compliant operations.

Key Responsibilities & Qualifications
  • Hazard Communication & SDS Management: Oversee Safety Data Sheet (SDS) library. Ensure all chemicals are properly cataloged, indexed, and accessible per OSHA GHS standards.
  • Safety Permits: Oversee and assist in completing hazard analysis and permitting for hot work permits, excavation permits, LOTO program, etc.
  • Process Safety & Compliance: Direct the implementation and maintenance of PSM elements, including Process Hazard Analysis (PHA), Mechanical Integrity, and Management of Change (MOC).
  • Data Integrity & Retention: Manage comprehensive safety databases. Establish and maintain rigorous data retention protocols for medical records, training logs, and inspection reports to ensure long-term audit readiness.
  • Advanced Technical Skills: Highly technology savvy with a strong command of the Microsoft Office Suite, specifically advanced Excel (data analysis, pivot tables, and safety KPI tracking) and safety management software.
  • Regulatory Oversight: Maintain strict OSHA compliance, including CFR 1910 General Industry Standards, recordkeeping, reporting, and regulatory inspections.
  • Incident Management: Investigate accidents and lead Root Cause Analysis (RCA) sessions; manage employee injuries and return-to-work programs.
  • Hazard Mitigation: Proactively identify hazardous situations and implement engineering or administrative controls to mitigate risk.
  • Leadership & Training: Lead the Safety Committee, facilitate specialized safety training (including GHS/SDS training), and manage the safety on-boarding process for all new hires.
  • Field Presence: Conduct frequent safety inspections and audits; monitor the implementation of contractor safety protocols.
  • Logistics & Equipment: Oversee the Safety Program, manage specialized uniform programs, and ensure the availability of all PPE.
  • Environmental Compliance & Permitting: Direct environmental compliance across air, water, and waste media. Prepare, submit, and maintain environmental permits and renewals - including air construction and Title V / minor-source operating permits and NPDES wastewater and stormwater discharge permits - to maintain IDNR and EPA compliance.
  • Environmental Reporting & Filings: Manage recurring regulatory filings, including air emissions inventories, EPCRA Tier II chemical inventory reporting, Toxic Release Inventory (Form R), Discharge Monitoring Reports (DMRs), and hazardous waste manifests and biennial reports; maintain a compliance calendar to ensure all permit conditions and deadlines are met.
  • Environmental Plans & Programs: Develop and maintain required environmental programs, including Spill Prevention, Control, and Countermeasure (SPCC) plans, Stormwater Pollution Prevention Plans (SWPPP), waste management, and spill/release response procedures.
  • Agency Liaison: Serve as the primary point of contact with IDNR, EPA, and local agencies during environmental inspections, audits, information requests, and any enforcement matters.
  • Consultant Management: Select, scope, and manage outside environmental consultants and contractors for permitting, sampling, emissions testing, site assessments, and remediation projects.
  • Change Review & Auditing: Evaluate the environmental impact and permitting implications of new equipment, processes, and facility modifications before changes are implemented; conduct internal environmental audits and drive corrective actions to closure.
  • EHS Team Leadership & Scalability: Manage and develop multiple EHS personnel, maintain an active "boots on the ground" field presence as necessary, and build and scale the EHS function to support ongoing company growth.
Requirements
  • Experience: 5+ years in a Safety role within a Manufacturing environment.
  • Experience: 2+ years exposure to managing PSM functions.
  • Environmental Experience: 3+ years of demonstrated environmental compliance experience in a manufacturing or industrial setting, including permitting and regulatory reporting.
  • Regulatory Knowledge: Working knowledge of the Clean Air Act, Clean Water Act / NPDES, RCRA, EPCRA, and SPCC requirements for IDNR and EPA compliance.
  • Agency & Consultant Experience: Experience interfacing directly with regulatory agencies and selecting and managing environmental consultants.
  • Leadership & Growth: Experience leading and developing multiple EHS personnel and scaling EHS programs to support a growing operation.
Education/Certification

Certified Safety Professional (CSP) preferred; environmental certifications such as CHMM, REM, or QEP are a plus.

Physical Demands

Ability to climb ladders, walk frequently, and wear a respirator as required.

Core Competencies

Exceptional report writing, analytical thinking, and the ability to communicate complex safety and environmental data to leadership.

  • Base Salary: $150,000, DOE
