Job summary

Montgomery County Common Pleas Court is seeking an Education Unit Supervisor in the Juvenile Division. The role leads the Education Unit within the Intervention Center, overseeing staff, policy development and court reporting to support school attendance and educational programming for youth.

You will work with school representatives, judges, magistrates and community providers, guiding case plans and ensuring high-quality case management across multidisciplinary teams.

Qualifications

  • Bachelor’s Degree with three years of experience working with adults and/or juveniles.
  • Master’s Degree with supervisory experience preferred.
  • Criminal background check clearance required; valid driver’s license and car insurance.

Responsibilities

  • Mentors, oversees and supervises a team of staff providing supervision, programming and sanctions.
  • Develops policies, procedures and conducts staff trainings and meetings.
  • Coordinates multi-disciplinary team meetings with school reps, health providers and court staff.

DISTINGUISHING JOB CHARACTERISTICS
Provides leadership within the Education Unit in the development of a shared vision that promotes and strengthens both the department and Court’s vision. Oversees daily operations of the Education Unit within the Intervention Center. Supervises staff in the Education Unit, develops policies/procedures, ongoing program development, and ensure clients are receiving quality case management. Serves as a department and Court resource in this specialized area focusing on school attendance, performance and educational programming assistance. Works closely with school representatives, Judge/Magistrates and community providers. Coordinates and facilitates unit activities. Serves on committees, conducts meetings, trainings and presentations as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

An employee assigned to this classification demonstrates competency in the juvenile justice field and the State of Ohio Compulsory Education laws.
Mentors, oversees and supervises a team of staff that provides a high level of supervision, programming and sanctions to families involved in the Education Unit.

Provides ongoing feedback regarding staff development and performance. Conducts and documents staff’s monthly case conferences.

Works collaboratively with staff to develop strength based case plans; reviews and approves written reports and Court recommendations.

Processes, distributes and assigns cases within unit.

Coordinates and leads all multi-disciplinary team meetings with other Court staff, school representatives, mental health providers, Children Services Division caseworkers, and social service providers.

Promotes and mentors staff in the application and use of the Strength Based Philosophy in interacting with youth and families.

Maintains, analyzes, and provides statistical programming data.

Conducts meetings, trainings and presentations as required; serves on committees.

Reviews, approves, and provides Court reports, case files information, and recommendations to Judge/Magistrate in a formal setting.

Assists with school, home, and community visits as needed.

Intervenes in crisis situations when needed.

Continues to seek and establish community outreach services; ongoing program development.

SCOPE OF SUPERVISION
Education Unit staff, Education Advocates, Intervention Staff, Case supervision of parents/juveniles and other designated programs related to the Education Unit.

Juveniles; adults; parents/guardians, families; Judge/Magistrate; attorneys; attendance officers, school officials, teachers, counselors and staff; community resource providers; law enforcement officers; victims; other courts; Judges and/or Magistrates; Children’s Services Division employees; Department of Human Services; social worker; general public; DMHA staff; doctors/nurses and other Court staff.

CONFIDENTIAL DATA
Adult and juvenile records and other agency involvement including psychological, mental health and chemical dependency evaluations; case notes; treatment assessments; agency information; CSD case plans; police reports; medical reports; personal and financial information; birth certificate; social security number; urinalysis results; school records; CIR; OYAS; sexual offender reports. Court employees files, evaluations, and development.

WORKING CONDITIONS
Good office working conditions. When working in the field, employee is exposed to conditions within homes and high crime area. Possible exposure to diseases from contact with an adult/juvenile and collections of urinalysis samples. Possible exposure to risk of injury from physical restraint and assault. Occasional exposure to inclement weather.

The employee will be required to have physical contact with persons including the physical restraint of juveniles engaged in violent or turbulent behavior. Must be able to lift, drag, push, or pull at least 25 pounds.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of: Leadership principles; Juvenile Court system procedure and process; school law and understanding of special educational needs of juveniles; community social service agencies and programs; counseling; social work; corrections; House Bill 410 and other educational guidelines and responsibilities for adults and juveniles; crisis intervention; strength based and motivation interviewing; effective team building techniques; and ODYS grant development/guidelines.

Ability to: apply leadership principles to practical work situations; maintain good public relations as Court representative; establish and maintain effective work
relationships with internal and external clientele; establish rapport with juveniles and family members of various social and economic backgrounds; perform under stress when confronted with emergency, critical, unusual or dangerous situations; work with clients that may be ambivalent to change; maintain confidentiality of confidential and sensitive information; establish caseload priorities; maintain current working knowledge of relevant changes in law, school policy and procedure.

QUALIFICATIONS
Bachelor’s Degree with three years of experience working with adults and/or juveniles. Master’s Degree with supervisory experience is preferred.

Ability to pass a criminal background check. Ability to document identity and employment eligibility within three (3) days of original appointment as a condition of employment in compliance with Immigration Reform and Control Act requirements.

LICENSURE OR CERTIFICATION REQUIREMENTS
State Motor Vehicle Operator’s License, Valid car insurance.
