Job summary

State of California's Department of Education is seeking an Education Programs Consultant to investigate and resolve complaints under federal and state special education laws. The EPC reviews evidence, coordinates with LEAs, nonpublic schools, and internal staff, and prepares detailed reports with findings and corrective actions within deadlines.

Qualifications

• Independent work with diverse stakeholders.
• Knowledge of state and federal special education laws, regulations, policies, and procedures.
• Experience working with LEAs, school districts, parents, and educational partners.
• Strong analytical, organizational, research, and problem-solving skills.
• Ability to evaluate complex issues and data, develop recommendations, and support decision-making.

Responsibilities

• Under general supervision, investigate and process complaints and due process decisions involving federal and state special education laws.
• Review allegations; analyze evidence; coordinate with complainants, LEAs, nonpublic schools, and internal staff; prepare detailed investigation reports with findings and corrective actions within required timelines.
• Provide statewide technical assistance, conduct onsite visits when needed, research current special education laws, trends, and legal decisions, and ensure LEA compliance with corrective actions.
• Review and edits colleagues’ work, prepare written correspondence, deliver technical presentations, participate in meetings, keep supervisors informed, and support the mission of the Office of Dispute Resolution.
