As part of our ongoing growth and expansion, we are seeking a dynamic and experienced Education Program Evaluator to join our growing team. This position is contingent on contract award.

Responsibilities

Duties will include the following:

  • Provide support for the implementation of NOAA’s Monitoring and Evaluation (M&E) framework to monitor and report Agency‑wide progress towards the implementation of NOAA’s Education Strategic Plan.
  • Provide expertise for the development of performance measures, evaluation systems, logic models, data collection methods, and reporting systems for formal and informal education efforts across the agency.
  • Collaborate and consult with Education Council Members on improving individual program evaluation plans.
  • Provide expert advice and support for the development of NOAA’s Annual Education Accomplishments Report.
  • Provide expert advice and support for the five‑year update of NOAA’s Education Strategic Plan.
  • Provide support to NOAA’s education evaluation efforts, continually informing best practices and latest advancements in the field of evaluation.
  • Provide advice and guidance to NOAA’s Director of Education and the NOAA Education Council to ensure that evaluation efforts are compliant with federal requirements for evaluation and performance management.
  • Coordinate with education evaluation efforts of other federal science agencies, as needed.
  • Coordinate with inter‑agency STEM education evaluation efforts.
Qualifications

The Education Program Evaluator I selected should have the following:

  • Performs a variety of duties associated with the monitoring and evaluation of NOAA’s education programs and provides expert advice and guidance on evaluation to educators, program managers, and leadership.
  • Education/Experience: Requires a Master’s of Arts (MA) or a Master’s of Science (MS) in Education Evaluation, related degree, and 2 to 4 years of experience in conducting evaluations of education programs, planning and implementing evaluation systems for large organizations or agencies, and developing logic models for education programming. Experience with portfolio analysis of diverse education program offerings, implementing best practices in evaluation of formal and informal science education, and designing and implementing various evaluation methodologies and survey techniques in formal and informal science education settings. Strong knowledge of quantitative and qualitative evaluation methods and analysis techniques. Doctor of Philosophy (Ph.D.) preferred; a non‑related degree with substantial work experience in Education Evaluation may substitute.

The Education Program Evaluator IV selected should have the following:

  • The Education Program Evaluator IV must be able to perform all of the duties of the Education Program Evaluator I as well as the following: • Coordinates education evaluation activities across the Agency and with other federal science agencies, as needed.
  • Develops material and guidance in the conduct of education operations (electronic media, and distant learning technologies). Represents NOAA and DOC in inter‑agency STEM efforts pertaining to evaluation and assessment of NOAA’s education programs.
  • Leads the development, implementation, and customization of a database solution for collecting, accessing, and reporting performance data for education programs across the Agency. Provides expert advice and guidance to NOAA education programs on performance‑based management practices.
  • Education/Experience: Ph.D. in Education Evaluation, related degree, and 8–10 years of experience in conducting evaluations of education programs, planning and implementing evaluation systems for large organizations or agencies, and developing logic models for education programming. Experience with portfolio analysis of diverse program offerings, implementing best practices in evaluation of formal and informal science education, and designing and implementing various evaluation methodologies and survey techniques in formal and informal science education settings. Strong knowledge of quantitative and qualitative evaluation methods and analysis techniques (a non‑related degree with substantial work experience in Education Evaluation may substitute).
