• Provide executive leadership and governance for the HTM organization, ensuring SLAs, fiscal responsibility, and regulatory compliance.

Kaiser Permanente is seeking a qualified candidate for the Executive Director of Service Delivery within Healthcare Technology Management. This position will provide integrated strategic direction, planning, and managerial support to Healthcare Technology Management in the Southern California and Hawaii markets. Healthcare Technology Management is responsible for the implementation of technology programs and standards in accordance with Enterprise Business Services (EBS) and National Shared Services Operations (NSSO), market HTM executive leadership directions, Kaiser Permanente (KP), and goals and priorities. This position is responsible for managing relationships with care delivery operations, market medical groups, KPIT, groups within NSSO (e.g., Capital Project teams, National Facilities Design & Construction (NFDC), National Facilities Operations (FacOps), National Real Estate, Supply Chain Services (SCS), National Security Services (NSS)), KP Health Connect (KPHC), and KFH to:

1) Provide technical, content expertise and related leadership to support market efforts and ensure consistent enterprise lifecycle planning processes across Service Areas for selecting and deploying the clinical equipment and systems across imaging, lab and instrumentation.

2) Deliver comprehensive medical equipment maintenance and service program that leverages best established safe and efficient healthcare technology management service practices in support of patient care.

Essential Responsibilities:

• Strategic & Operational Leadership
• Provide executive leadership and governance for the HTM organization, ensuring achievement of service level agreements, fiscal responsibility, and accreditation and regulatory compliance.
• Align with and deploy operational standards, service models, and performance metrics to ensure safe, consistent, and reliable medical technology operations across all facilities.
• Capital Planning & Execution
• In collaboration with HTMs Technology Coordination Group develop regional capital and operating equipment plans informed by asset condition, lifecycle, utilization, and clinical need.
• Oversee execution and deployment of approved plans, including progress reporting and communication with market and regional leadership.
• Enterprise Integration & Technology Enablement
• Ensure effective integration of medical devices with IT architecture, EHR, and CMMS in alignment with national HTM standards and enterprise service models.
• Partner with KPIT, Nursing, Operations, Facilities, and NSSO teams to support reliable system performance and technology enabled care delivery.
• Clinical Risk, Quality & Compliance
• Oversee comprehensive medical equipment maintenance and support programs using established CMMS and best practices to support patient safety, quality, access, and operational efficiency.
• Establish processes to identify, monitor, and mitigate clinical technology risks across the market.
• Asset Lifecycle, Inventory & Disposition
• Lead programs for medical equipment redeployment and disposal in a financially, environmentally, and regulatory compliant manner, including management of hazardous materials, licensed components, and ePHI.
• Ensure accurate asset inventories are maintained in the enterprise CMMS in partnership with HTM CMMS leaders.
• Financial Management
• Lead development and management of the regional HTM operating and capital budgets, supported by benchmarked staffing models, utilization forecasts, and long range operational projections.
• Ensure appropriate financial controls, reporting, and accountability are in place to support sustainable operations.
• Stakeholder Partnership
• Serve as a key partner to Care Delivery Operations, Facilities, Finance, HR, KPIT, and other enterprise and regional stakeholders to align HTM services with organizational priorities and care delivery needs.

Basic Qualifications:

Experience

• Minimum of 10 years of total experience in technology or hospital operations with a substantial portion of this time in managing technology services in a health care environment in a multi-hospital organization.
• Minimum five (5) years of experience working in the field of information technology or with integrated biomedical devices.

• Bachelors degree in business, clinical engineering or related field.

Additional Requirements:

• Must have experience in managing large inventories (>50,000 devices) of medical devices throughout their lifecycles.
• Must have executive-level presentation skills, appropriate for presentations to the division, various market leadership forums, market executive forums as well as the many leadership and peer forums within these structures. Presence in region as advocate for Healthcare Technology Management issues/solutions.
• Experience in managing large-scale (capital) projects that include healthcare technology management (CT, MRI, Clinical Laboratories, physiological monitoring, etc.).
• Knowledge of strategic planning for health care organizations, healthcare technology management and divisional operations.
• Competent knowledge in principles of medical devices and systems inter-operability, architecture, engineering, and construction as they relate to healthcare technology management.
• Working knowledge of compliance issues applicable to healthcare technology management operations (e.g., The Joint Commission, CMS, Sarbanes Oxley, Food and Drug Administration, etc.).
• Demonstrated seasoned background of leading, building relationships, and influencing senior matrix executives with a cooperative, risk-taking, fact-driven consultative style balanced by a strong results and customer service orientation.
• Extensive experience in leading, recruiting, developing, and retaining high-performing teams and producing project results within schedule and budget.
• Demonstrated enterprise-wide, vertical and horizontal communication skills (written, presentations, oral and listening).
• Must be able to work in a Labor/Management Partnership environment with Union staff.
• The position requires up to 75% travel to any of KP's regions. Must be able to travel at least 50% of the time.
