Position: Economist – Infrastructure Evaluation

Location: Remote with potential international travel

Contract Type: Fixed-Term, 12 Months

Reports To: DFC CO and COR

Client: U.S. International Development Finance Corporation (DFC)

Overview

Q2IMPACT is seeking a highly capable, mission-driven, and culturally competent Economist to lead the design and execution of rigorous cost-benefit and financial analyses for evaluating DFC’s portfolio of approximately 15 infrastructure projects across multiple regions and sectors. The Economist will develop and implement economic models to assess development impact, risk, and financial performance. The ideal candidate will possess strong analytical skills, expertise in infrastructure economics, and a proven track record in conducting economic evaluations in low- and middle-income countries.

Primary Responsibilities
  1. Develop and apply cost-benefit analysis (CBA) frameworks for infrastructure projects.
  2. Reconstruct theories of change and align them with quantitative modeling.
  3. Analyze financial and economic returns (e.g., NPV, IRR, ERR) of supported projects.
  4. Conduct sensitivity and risk analyses, including Monte Carlo simulations, to quantify uncertainty.
  5. Utilize and validate data from primary and secondary sources, ensuring transparency of assumptions.
  6. Evaluate indirect and external economic benefits, including social, environmental, and geopolitical effects.
  7. Collaborate with qualitative researchers, engineers, and field teams to synthesize insights.
Minimum Education, Experience, Skills & Qualifications
  • Master’s or PhD in Economics, Development Economics, Public Finance, or related fields.
  • Minimum 7–10 years of experience in applied economic analysis for infrastructure or development projects.
  • Strong modeling skills using tools such as Excel, Stata, or R.
  • Experience working with DFIs, multilateral development banks, or government agencies.
  • Familiarity with DFC’s or other USG evaluation standards (e.g., IQ, CBA, FAFTA).
  • Excellent writing and presentation skills, with the ability to communicate complex findings to diverse audiences.
Preferred Skills
  • Experience with U.S. Government agencies like DFC, USAID, MCC, or similar.
  • Familiarity with DFC frameworks such as Impact Quotient (IQ), Development Outcomes Survey, and Environmental & Social Policies.
Travel Requirements

Occasional international travel may be required for data collection and stakeholder engagement, with prior approval and reimbursement per the Federal Travel Regulation (FTR).
