Position Title: ECC Specialist (Program Analyst 2)
Job Description: The Oregon Department of Emergency Management (OEM) is excited to announce a new opportunity for a ECC Specialist (Program Analyst 2) to join our team. We welcome you to join us today. The Department currently has an opening for one full-time ECC Specialist (Program Analyst 2) within the Response and Recovery Operations Section of OEM in Salem, Oregon. This is a full-time, permanent position. This position has the opportunity to work remotely and support a hybrid (work from home/in office) work schedule. Remote work is evaluated periodically to ensure business needs are being met and can be adjusted at any time. Please note, applications may be used to fill future vacancies.
The ECC Specialist will support the Planning, Logistics, and Operations programs within the state Emergency Coordination Center (ECC). The position works under the supervision of the ECC Manager to develop, exercise, and revise plans, procedures, and programs that improve the capability of state and local governments to effectively respond to a wide range of natural and technological hazards.
Responsibilities
- Supports the administration of the response coordination and recovery operations branches including the planning, operations, and logistics programs.
- Develops standard operating procedures and guidance for the Emergency Coordination Center (ECC) and positions.
- Coordinates with the OERS Watch Center team on plans, policies, procedures, and guidance to ensure alignment between the watch center and response operations.
- Assists in the development, evaluation of, and participates in exercises designed to test emergency response plans and procedures.
- Supports the development of evaluations, conducts AARs, develops improvement plans, and supports implementation of improvement plans following exercises and real-world events.
- Provides technical expertise and develops guidance, interprets and explains federal and state rules and regulations and OEM requirements.
- Assists new county emergency management programs in developing work plans, exercise and training guidelines, and adherence to state protocol and guidance.
- Functions in one or more assigned positions during ECC activations or exercises.
- Facilitates information requests, documents responses and situation reports, and assists the duty officer in developing briefing materials.
- Assesses and processes requests, and monitors and updates incident information in Ops Center.
- Provides backup to the OERS Watch Center, when assigned.
Qualifications
Minimum Qualifications:
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and two years experience coordinating or administering a program OR Any combination of experience or education equivalent to five years of experience that typically supports the knowledge and skill requirements listed for the classification.

Additional information:
- The salary listed is the non-PERS qualifying salary. If the successful candidate is PERS qualifying, the salary will reflect the 6.95% increase.
