Job Description

ARES is seeking a Procurement Analyst to provide day-to-day administration of strategic sourcing vehicles for the Enterprise Business Management Office (EBMO) in support of the NASA Enterprise Multimedia and Integrated Technical Services (eMITS) contract. eMITS is the Agency’s enterprise-level contract creating and delivering multimedia and technical communications through the use of the internet, digital platforms, and IT management for NASA’s Office of the Chief Information Officer (OCIO) and Office of Communications (OCOMM). From photographing rocket launches and recoveries, to producing engaging videos, to information technology management, to using social media to share NASA’s message, eMITS integrates services for NASA IT and provides NASA’s communication to the outside world. Job Responsibilities
  1. Engage with customers to understand and clarify their IT acquisition requirements.
  2. Collect and verify funding information for day-to-day acquisitions and Agency-Wide renewal actions.
  3. Communicate information about processes to internal and external stakeholders and provide status updates throughout the acquisition lifecycle.
  4. Actively track and monitor all customer requests, including their status by contract/agreement.
  5. Coordinate the annual renewals of hardware and software maintenance.
  6. Provide accurate and timely purchase requisition documentation to relevant parties.
  7. Monitor Purchase Requests (PR) status and communicate with stakeholders to ensure timely award.
  8. Convert customer requirements into official requests for quotes following contract/agreement terms and procedures.
  9. Create estimates for customers for the upcoming year's enterprise agreement process and communicate funding expectations.
  10. Provide materials about hardware or software enterprise agreements to new customers.
  11. Add new customers to communication distribution lists.
  12. Create and manage team Standard Operating Procedures.
  13. Identify trending issues and escalate as required.
  14. Generate and distribute reports to stakeholders.
  15. Provide recommendations for process improvements, automation, data collection, and team practices.
  16. Provision customers with logical access to team-managed assets via the NASA Asset Management System.
  17. Coordinate the addition and removal of asset-specific roles, users, and virtual accounts.
  18. Collaborate with asset managers to provide necessary information for manufacturer portals.
  19. Work in remote, hybrid, and onsite positions, bearing travel costs to the nearest NASA Center for badging and IT equipment issuance.
Qualifications
  • Bachelor's degree or equivalent with 10 years of related experience.
  • Proven experience in IT acquisitions.
  • Experience managing IT assets in cloud-based applications like ServiceNow.
  • Advanced proficiency in Microsoft Excel and Teams.
  • Strong organizational skills with a focus on process improvement.
  • Ability to work independently and collaboratively.
  • Excellent interpersonal and communication skills.
  • Attention to detail with multitasking abilities.
  • Proficiency in Microsoft Office 365, SharePoint, and Box.
Additional Skills and Knowledge
  • Understanding of IT hardware configurations.
  • Knowledge of IT asset management best practices.
  • Knowledge of Federal Acquisition Regulation (FAR).
