Summary of Program and Position:

We believe that every child deserves bright and healthy futures. Early education plays a critical role during the important developmental period, especially among disadvantaged children. Investing in early education will have a tremendous impact on life outcomes and provide thriving futures for Hawaii’s young minds.

Federally funded initiatives provide early childhood education and related comprehensive services for low-income parents and children, and children with special needs. Early Head Start (EHS) provides services in centers and in homes to prenatal parents and parents with infants and toddlers. Head Start (HS) serves children ages three through five and their parents to provide a head start for school success.

Under the direct supervision of the Area Manager, the Head Start Home Visiting Team implements an individualized and comprehensive early childhood education program for prenatal women, children ages birth to three (3) years and their families in a home-based model.

  • Provide individualized comprehensive early childhood education services to Head Start families and act as a family educator and advocate; promote best practice and serve as a resource person.
  • Coordinate and complete weekly lesson plans centered on child development through individualized small and large group activities; emphasize preparation of children for preschool and engage families throughout the process.
  • Coordinate with parents to ensure prenatal, well‑child exams, immunizations, health screenings, and nutrition assessments are completed and necessary follow‑up occurs.
  • Complete Individualized Family Partnership Agreement, Individualized Learning Plans, developmental screenings, and all other required assessments with families in accordance with program policies and procedures.
  • Maintain accurate written/electronic records including health information, ongoing assessments, family contact documentation, screening schedule, observations, and other required forms in a timely manner.
  • Plan and implement two group socializations every month for families to attend; engage families at socializations through parent‑child interaction activities, school readiness activities, and meal service; document attendance and associated records.
  • Use individualized curricula to meet the identified needs of each child and family, ensuring linkages and/or referrals to community resources. Implement and support special education services for children with special needs through the Department of Education (Part B provider) referral process; provide follow‑up and advocate in the best interest of the family and child.
Education & Qualifications
  • Must be at least 18 years old.
  • Child Development Associates Certificate (CDA) required; to be completed within the first year of employment.
  • Associates or bachelor’s degree in early childhood education or a related field required.
  • One‑year full‑time experience working with children at an appropriate age level for the position required.
  • One‑year full‑time experience as a home visitor or working with children and families in a home‑based model preferred.
  • Possess and maintain a valid driver’s license and daily access to an automobile.
  • Possess and maintain proof of no‑fault insurance.
  • Obtain an acceptable criminal background check upon hire, one year later, and annually thereafter.
  • Obtain an acceptable CWS background check upon hire, one year later, and annually thereafter.
  • Obtain an acceptable National Sex Offender Registry Check upon hire, one year later, and annually thereafter.
  • Successfully complete a pre‑employment physical examination and TB test upon hire and as requested.
