The ND Department of Corrections and Rehabilitation is seeking an Early Childhood Data Strategy & Operations Lead to manage data systems and coordinate analysis efforts to enhance services for children and families. Early Childhood Data Strategy & Operations Lead
Early Childhood Section – Remote within ND – Data Strategy & Operations Lead
Help the Early Childhood team at HHS manage its various data systems, guide the collection of early childhood data, and coordinate data analysis efforts to improve services for children and families, maximizing the value of data assets through visualizations and reporting tools.
As the Data Strategy & Operations Lead for the Early Childhood Section, you will work collaboratively with early childhood data stewards, identify problems and constraints, and facilitate problem solving when issues arise. You will also monitor maintenance and operation (M&O) and new development/enhancements of data systems that are the responsibility of the section. You will be responsible for negotiating data system change orders, contract amendments, and payment requests associated with early childhood data systems.
In this position you will engage with vendors, NDIT, and agencies or organizations with which HHS has data sharing agreements and oversee how Early Childhood integrated data are accessed, matched, stored, updated, reported, and protected. You will facilitate meetings, onboard new partners and plan for the inclusion of new programmatic (early childhood) data sets. You will also lead efforts related to the receipt, review, and response to internal and external data requests, which may include coordinating with data managers across both HHS and other state agencies.
To thrive as an Early Childhood Data Strategy & Operations Lead, you must be an expert in your field. You’ll need to have a growth mindset, be open to innovation, demonstrate professional maturity, and a strong sense of collaboration. You must be results-focused, highly organized, able to manage your time and priorities effectively, and have an eye for detail. You should be proficient in SQL, ArcGIS and their integration with Power Bi; experience with Azure Data Factory and Data Lakes will be a plus. You’ll need working knowledge of data privacy laws and experience with data governance frameworks as well as security and access protocols; experience in analysis and interpretation of data; communicate effectively with both technical and non-technical stakeholders and ability to work well with others.
To be considered for the Early Childhood Data Strategy and Operations Lead, you must have a bachelor’s degree in data science, library/information systems, business analytics, public policy/administration, or other related field and a minimum of 4 years closely related work experience, including demonstrated experience in data analytics, business intelligence, data governance, public policy analysis, or related roles.
Preferred qualifications include experience working in government, education, or public sector data systems; familiarity with data warehousing, and certification in data governance or business intelligence tools (e.g. Microsoft Certified: Power BI Data Analyst); and experience coordinating data requests and ensuring compliance with data-sharing agreements.
