This position supports CDPH’s mission by ensuring compliance with federal employment eligibility verification requirements through the accurate and timely use of the E-Verify system. The position also supports strategic goals related to employee relations, resources development, compliance, and administrative efficiency.
The Associate Governmental Program Analyst (AGPA) independently performs the more responsible, varied, and complex technical analytical work related to case management, compliance, policy and procedure development and administration. This role includes managing E-Verify cases, ensuring compliance with federal guidelines, developing and updating policies and procedures, and conducting internal audits. The incumbent works under the direction of the Staff Services Manager I (SSM I), Chief of the Position Control and Data Analyst Unit.
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Analytical experience includes studying a complex situation to gain understanding and develop options to solve it. Areas include:
Budgeting: Effectively planning the use of resources (people, supplies, funds).
Management analysis: Examining fund allocation, task coordination, and decision-making within an organization.
Personnel: Conducting Human Resources activities.
Planning: Developing goals and objectives and the steps to analyze, implement, assess, and monitor a program or unit.
Program evaluation: Measuring success using assessments, performance metrics, or evaluation criteria.
Policy analysis: Evaluating options, forecasting outcomes, and providing recommendations based on evidence and analysis.

If you are new to California State Service, you must take and pass the examination for this classification to be eligible for hire. Current state employees without transfer or list eligibility must also complete and pass the examination for this classification to qualify for this position. This position may be eligible for telework up to three (3) days per week and is required to report in-person to the designated headquarters office location a minimum of two (2) days per week. Telework eligibility is at the department’s discretion and may change in accordance with CDPH’s Telework Program. All teleworkers must be California residents. Candidates residing outside California may be interviewed; however, the selected candidate must maintain California residency prior to appointment as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.
Business travel may be required, and reimbursement depends on the designated headquarters office and applicable regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office are the responsibility of the selected candidate.
