Data Scientist - Data Engineer / FCV Corporate Pipelines and Risk Monitoring
Objective

Maintain and expand the corporate FCV data infrastructure and stack including: the FCV Data Warehouse, FCV Risk Portal pipelines, underlying database for the FCV Schema products (Public FCV List, At-Risk List), the FCV Envelope dashboard, the TRACE conflict and FCV monitors, and cross-cutting data governance. This is an all-purpose data engineer role across the FCV corporate stack.

Scope Of Work
  • FCV Data Warehouse. Maintain datasets and pipelines (updates, debugging, data cleaning); complete migration to Databricks; strengthen the DDH connection and develop connection to DEC MCP; explore and incorporate new data sources; produce training datasets on request.
  • Establish New Data Pipelines. Expand alternative geospatial data sources and ETL processes for measurement of conflict, organized crime and organized criminal violence, social unrest, food insecurity, remote monitoring and earth observation, local manifestations of fragility and displacement/refugee analysis.
  • FCV Risk Portal. Maintain ETL pipelines; update components and migrate workflows to Databricks; manage indicator governance (adding/removing indicators, transformations, visualizations).
  • TRACE country conflict monitors. Maintain and expand TRACE country conflict monitors: implement updates to the template, build new widgets based on piloting and user feedback, and refine monitor and report templates to strengthen the analysis of operational implications.
  • Global and Regional FCV Monitor (TRACE). Run the Global and Regional FCV Monitor in TRACE: track trends and develop spotlight monitoring for priority situations (e.g. Ukraine, Iran).
  • FCV Schema - Public FCV List. Maintain data; support governance; provide data and respond to inquiries from teams across the Bank.
  • FCV Schema - At-Risk List. Maintain indicators and update the flagging methodology based on guidance from the FCV analytics team; integrate forecasting and risk inputs from other ERC FCV Risk Technical Team units; provide data support to technical members.
  • FCV Envelope. Maintain the dashboard and underlying data; develop and execute an enhancement plan.
  • RRA analytical support. Provide data analysis support to RRA teams.
  • Technical Support to Country Teams. Develop dashboards jointly with users to ensure operational relevance; support other hubs in FCV countries; support local capacity building.
  • FCV Country Coordinator support. Engage with and support FCV Country Coordinators in country work, primarily through conflict monitors.
  • Data governance. Strengthen documentation, metadata, versioning, reproducibility, and quality-control standards across the warehouse, schema, risk monitor, and hubs.
  • Ad hoc support. Provide responsive data and analytics support to the FCV department.
Selection Criteria
  • Master's degree in data engineering, computer science, statistics, economics, or a related field.
  • Strong Python and SQL; production ETL/ELT experience.
  • Hands-on experience with conflict and FCV-relevant data sources (ACLED, UCDP/GED, GDELT, ACAPS, IDMC, UNHCR, FAO/IPC, FEWS NET, and earth observation layers).
  • Hands-on Databricks (notebooks, jobs, Delta Lake, Unity Catalog) and PySpark proficiency.
  • Experience building and maintaining conflict/FCV monitors in the TRACE stack - FastAPI (Python) backend, Next.js App Router (TypeScript) frontend, MapLibre GL maps, and DuckDB/Parquet for ACLED data pipelines.
  • Working knowledge of the Bank's data ecosystem: DDH (Development Data Hub), DEC platforms, and the MCP standard for tool and data connections.
  • Familiarity with the World Bank FCV operational context (CMUs, FCV Country Coordinators) and a demonstrated ability to translate monitoring and analytics into operational products.
  • Solid data-governance practice: schema documentation, metadata, lineage, versioning (Git, data versioning), reproducibility, and QA/QC checks.
  • Demonstrated ability to triage and resolve pipeline issues quickly, communicate clearly with non-technical stakeholders, and turn ad hoc requests into reusable assets.
