Qualifications

Responsibilities

Oversee daily operations of OLIO engineering staff and city crews; manage personnel and resources.
Support divisions with performance, reporting, escalations, service requests, and data processing.
Provide technical guidance for watershed operations.
Lead small to large design projects meeting operation needs, including emergencies.
Prepare monthly, quarterly, and annual performance reports.
Supervise staff, including training and mentoring.
Respond to public inquiries, investigate complaints, and recommend corrective actions.
Support asset management, wastewater planning, CIP development, and emergency operations.

General Description and Classification Standards:

The Watershed Manager I provide support to operating divisions through performance,reporting, escalations, service requests, and work order data processing. Experiencedmanager responsible for one or more activities within a department. Manages large groups ofemployees, typically Area Superintendents, intermediate supervisors, or a smaller group of specialized professionals.Works independently and reports to supervisor when approval or other direction is necessary.

Direction from supervisor is general and is more long-term and short-term operatingobjectives,managerial effectiveness, and operating results.

Supervision Received:

Work independently or part of a team of managers to complete objectives. Reports to the Wastewater Collection System Leadership to include the Senior Manager and/or Director and other OLIO Directors, when necessary, approvals orother direction is required. Direction received is general and focuses more on long-term and short-term operatingobjectives, managerial effectiveness, and operating results. This level would be considered "middle"ofthe development and collection ofoutreach materials.

Essential Duties and Responsibilities:

Responsible for the day – to – day operations of the Office of Linear Infrastructure Operations ‘Collection Division (OLIO) engineering staff and selective city crews; including managing personnel and resources, sewer spills response and containment,permittingsupport, as-built documents, records management, smoke testing, flow testing, dyetestingand repairs
Provide support to operating divisions through performance,reporting, escalations, service requests, and work order data processing.
Providesgeneral technical guidance for watershed operations.
Manages small to large design projects that meet design expectations ofoperations, including emergencies
Prepares monthly, quarterly, and annual performance reports
Manage, supervise, directs staff, including training, coaching, and mentoring
Answer questions and provides information to the public; investigates complaints and recommends corrective action as necessary to resolve complaints
Provides general guides to support DWM’s operations, including Asset management, Wastewater Collection System Planning, Capital Improvement Development, Environmental Compliance, and Emergency Operations
May perform other duties as assigned.

Knowledge Skills and Abilities:

Knowledge of software databases (Oracle and MS SQL)

Knowledge in the maintenance and repair of sewer Collection System

Knowledge of Wastewater and stormwater construction issues, techniques, and terminology; In-depth knowledge of Microsoft Office suite, relational databases, and Emergency Response Plan (ERP)

Firm grasp of engineering and construction terminology, including environmentalcompliance (law and code of ordinances)

Understands the principles and practices of wastewater collection management and watershed science

Reads and interprets construction/engineer drawings

Interprets laws, regulations, and guidelines

Communicates effectively verbally and in writing

Communicates with customers to successfully address issues

Manages conflict and adapts to changes in work environment

Ability to read, interpret and produce maps and drawings from software

Minimum Qualifications:

Education and Experience –

Bachelor’s degree in Operation Management or related field
Five (5) years of design, construction, and/or project management experience with wastewater collection systems
Experience with watershed modeling, GIS applications, and land use planning
Experience with management and collections systems

Licensures and Certifications –

Wastewater Collection or Distribution Operator License

Preferred Requirements –

7 years or more of work experience in a large wastewater collection system
7 years or more of management experience in a large wastewater collection system
Experienced in the use of Microsoft Office, ArcGIS, and other relational databases is high desirable
