What You Will Do

The Integrated Weapons Experiments (J) Division is seeking an Operations Manager 4 to serve as the Dual-Axis Radiographic Hydrodynamic Test Facility (DARHT) Programmatic Operations Manager (DOM). DARHT supports the Nation's Stockpile Stewardship mission through execution of hydrodynamic testing. The DARHT Operations Manager will serve within the J Division Office as the delegated programmatic operations authority for DARHT, ensuring that programmatic work is integrated, authorized, held, sequenced, and released in accordance with applicable Laboratory requirements and the approved DARHT operating envelope.

This role is the day-to-day programmatic operations point of contact for DARHT. The selected candidate will coordinate across accelerator operations, hydrotest execution teams, maintenance and outage planning, facility-owner interfaces, safety-basis and configuration-management interfaces, firing-site operations, training, quality, and work-control organizations to ensure work is ready for safe and compliant execution. This position provides functional operations authority from the J Division Office; it is not a Responsible Line Manager role and does not have direct reports.

What You Need

Minimum Job Requirements

• Demonstrated experience coordinating or authorizing work in an accelerator, radiography, explosives, nuclear, high-hazard, experimental, or similarly controlled operations environment.
• Demonstrated experience integrating programmatic work with facility operations, maintenance, engineering, work control, access control, safety programs, and daily or weekly execution schedules.
• Demonstrated ability to evaluate whether work entering a facility has the required procedure, work-control documentation, hazard controls, technical approvals, trained and qualified personnel, facility interfaces, and post-work turnover or return-to-service path.
• Demonstrated experience using a work-release process to confirm that planned work is properly scoped, controlled, scheduled, staffed, and coordinated before execution.
• Demonstrated ability to lead cross-organizational operational discussions, resolve execution conflicts, and communicate decisions clearly to workers, technical staff, facility personnel, and management.
• Ability to obtain and maintain a DOE Q clearance, if not already held.

Education/Experience

Position requires a Bachelor's Degree from an accredited institution and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications

• Experience supporting DARHT, accelerator operations, hydrodynamic testing, high-explosives firing-site operations, radiography operations, or other high-consequence national-security operations.
• Experience implementing or interfacing with conduct of operations, safety-basis controls, unreviewed-safety-issue processes, configuration management, post-maintenance testing, integrated work management, or facility-owner release processes.
• Experience with Plan of the Day, Plan of the Week, outage planning, maintenance coordination, work-status tracking, return-to-service reviews, or operational readiness reviews.
• Experience coordinating across line organizations, technical authorities, facility operations, experiment teams, maintenance organizations, training organizations, quality personnel, and records/document-control personnel.
• Demonstrated experience conducting or supporting critiques, fact findings, causal analysis, corrective actions, lessons learned, or management assessments.
• Experience with Laboratory work-management, training, qualification, document-control, and issue-management systems.
• Active DOE Q clearance.

Work Schedule

This position is full-time and onsite. The normal schedule is expected to be a day-shift schedule; however, DARHT operations, hydrotest execution, maintenance windows, operational recovery, exercises, or abnormal events may require early morning, evening, weekend, or other irregular support. Schedule assignments are at the discretion of management.

Position Commitment

Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Clearance: Q

Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance, and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

• Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test

The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program

Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
