Job description

Join Department of Social and Health Services’ (DSHS) Home and Community Living Administration (HCLA) as the TBI Support Group Program Manager.

Traumatic Brain Injury can happen to anyone and is a public health concern and a major cause of death and disability, which can be preventable. This is an opportunity for those dedicated to spreading awareness and educating the public about the issues facing individuals with traumatic brain injuries. If you would enjoy serving as a liaison between the TBI Council, state leadership, HCLA and the public, most especially those who have experienced a traumatic brain injury (TBI) and the people who support/provide care for those with a TBI, this career should speak to you.

This role was created under HB 1848 (2025). As the administration’s designated subject matter expert, you will lead statewide initiatives that establish and maintain peer-led and community-based support groups for individuals with a traumatic brain injury (TBI) and their families. You will also proactively secure federal funding, conduct public awareness campaigns, and manage contracts and budgets tied to the 12T TBI account established under RCW 74.31.

Your work will directly influence how individuals with TBI—and their families—connect, recover, and thrive. TBIs often result in long-term cognitive, emotional, and physical challenges, leading to isolation and difficulty accessing services. Through statewide programming, outreach, and collaboration, this position plays a critical role in ensuring equitable access to meaningful recovery-focused support.

Please note: This Lacey-based role will utilize a hybrid structure of telework from any location within WA state. Travel is necessary on occasion, based on business needs. The current expectation is that there will be periodic statewide travel for monitoring, training, implementation and consultation functions. Work schedule is Monday-Friday 8:00 a.m. – 5:00 p.m.

Responsibilities
  • Design and lead a statewide public awareness campaign highlighting the availability and benefits of in-person peer support groups.
  • Manage and oversee a portion of the HB1848-mandated TBI budget, ensuring that at least 30% of expenditures are dedicated to in-person support groups.
  • Lead contract development and management, including procurement, negotiations, monitoring, and compliance for TBI support group providers.
  • Serve as liaison to the Washington State TBI Council, implementing recommendations and aligning program delivery with legislative priorities.
  • Analyze program outcomes, track performance metrics, and recommend improvements to strengthen service delivery.
  • Collaborate with the TBI Community Services Program Manager and other state, nonprofit, and community partners to coordinate initiatives and ensure program success.
  • Establish, maintain, and evaluate statewide peer-led and community-based TBI support groups, ensuring equitable access across urban and rural regions.
  • Proactively seek, apply for, and secure federal funding opportunities to expand TBI support services in alignment with the Statewide TBI Comprehensive Plan.
Requirements
  • A Bachelor’s degree in planning, health or social science, public administration, or related field. (Relevant experience in planning and administering home and community-based services may substitute year for year.)
  • Five years of experience in project management and administering home and community-based supportive services for people with disabilities.
  • Demonstrated experience or knowledge of TBI communities, including working with people with TBI and/or lived experience.
  • Demonstrated experience in program development and implementation.
  • Experience in contract development and management.
  • Experience working with diverse communities and/or underserved populations.
  • Demonstrated experience convening partner groups and/or facilitating meetings.
  • Strong analytic and problem-solving skills with the ability to make critical decisions and follow through.
Preferred Qualifications
  • Experience in contract administration and familiarity with the DSHS Agency Contracts Database (ACD).
  • Knowledge of the scope and operations of a TBI Council and the Home and Community Living Administration.
  • Knowledge of Home and Community Services programs and regulations.
  • Experience in education support systems, outreach practices, and public communications.
  • Demonstrated ability to lead strategic planning, data analysis, and evaluation of program outcomes.
  • Excellent communication skills, both written and verbal, with the ability to work across diverse stakeholder groups.
