Overview

WA Cares Fund Quality Assurance Consultant / Social and Health Program Consultant 4 – Join the Home and Community Living Administration (HCLA) in Lacey, WA and help shape the future of long-term services and supports for Washington’s most vulnerable residents. HCLA is a newly formed administration within the Department of Social and Health Services (DSHS), bringing together the Developmental Disabilities Administration and the Aging and Long-Term Support Administration. This unified team oversees Washington State’s system of long-term care, serving individuals with disabilities and older adults through home and community-based services, protective oversight, regulatory compliance, and case management. The team is seeking a QA Consultant who practices cultural humility and has experience with QA practices, detailed-oriented work, and strong interpersonal communication, with a compassion for supporting aging adults. The position is fully remote with occasional in-person meetings on a Monday–Friday schedule.

Responsibilities
  • Complete QA process reviews of WCF activities statewide in compliance with policy, WAC, and RCW.
  • Use a variety of methods to determine case accuracy and evaluate the effectiveness of the system to minimize risk.
  • Provide professional consultation to promote excellence in service delivery.
  • Ensure compliance with federal and state requirements and consistency in policy interpretation.
  • Lead the QA team during process review cycles, including acting as a liaison between QA and field staff, fostering relationships with customers, and ensuring reviews are accurately and thoroughly completed.

Who should apply
  • One year of experience as a Social and Health Program Consultant 3 or equivalent, or
  • Two years of experience as a Social and Health Program Consultant 2 or equivalent, or
  • A master’s degree in social work, health or social science, public administration or a related field; AND four years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs, or
  • A bachelor’s degree in social work, health or social science, public administration or a related field; AND five years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs, or
  • A combination of professional/practical hands-on experience of nine to ten years in related fields.
