Overview

DSHS FTAA – Fiscal Analyst 5. The Finance Technology Analytics Administration (FTAA) is seeking a highly skilled and motivated Fiscal Analyst 5 to lead local fund operations at Maple Lane Behavioral Health Treatment Center and the Special Commitment Center (SCC). Reporting to the CBS3 Fiscal/Local Funds Manager, this pivotal role supervises local funds staff and ensures fiscal activities are executed in compliance with all applicable laws, regulations, and policies. From managing check inventories and petty cash levels to preparing reports for site and HQ leadership, the FA5 plays a critical role in maintaining financial integrity and operational efficiency across two essential behavioral health facilities.

Responsibilities
  • Provide supervision, leadership, and training to Maple Lane and SCC local funds staff, ensuring compliance with established fiscal policies and procedures.
  • Oversee and review reconciliations, financial reports, and cash counts for all Local Funds bank and P-Card accounts at Maple Lane and SCC.
  • Monitor and analyze State and Federal financial reports to ensure proper funds management, reconciliations, and internal controls.
  • Interpret and apply applicable laws, codes, contracts, and regulations related to fiscal operations.
  • Provide training and guidance to facility staff and serve as a resource on local funds processes and financial systems.
  • Collaborate with managers and project teams to identify and implement process improvements, ensuring efficiency and safety in operations.
  • Represent CBS3 in a professional manner while maintaining effective partnerships with internal stakeholders, external vendors, and business partners.

  • Knowledge of government accounting principles, fiscal management practices, and related regulations and policies.
  • Ability to prepare, analyze, and interpret complex financial reports and ensure accuracy in all fiscal transactions.
  • Strong leadership and supervisory skills, with the ability to direct, review, and support the work of others.
  • Excellent communication and interpersonal skills to build and maintain effective working relationships with staff, management, vendors, and the public.
  • Proven ability to establish and maintain organized financial recordkeeping systems and internal controls.
  • Skill in coordinating and collaborating across departments to achieve operational goals and process improvements.
  • Ability to work effectively with individuals who may have behavioral, psychiatric, medical, or correctional challenges.
Who should apply?

We are looking for professionals with:

  • A Bachelor’s degree, including 18 quarter or 12 semester hours in accounting, auditing, or budgeting, AND four to five years of relevant professional experience.

A Master’s degree in a financial-related field or certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager, or Management Accountant may substitute for required experience. Professional experience may substitute for education, but not typically for the required accounting credit hours. Equivalent education and experience will be considered.
