JOB TITLE: DRIVER/ASSISTANT (WATER DEPARTMENT)
GENERAL STATEMENT OF JOB
Under general supervision, assist crews with installation, maintaining and repair of water department equipment and property. Will assist in the counting, stocking and receiving of supplies used for water department services. Retrieve and deliver necessary parts to crews to complete tasks. Job assignments may require an employee to work after hours and possibly some nights and weekends. May be designated as “essential personnel” and required to work during emergency situations to ensure critical operations are maintained, even when County offices are closed. Employee reports to Senior personnel or Field Operations Manager.

- Operate vehicles.
- Operate basic hand tools.
- Reads water meters, verify readings, and document.

ADDITIONAL JOB FUNCTIONS- Performs general maintenance on assigned vehicle, reports any problems or incidents. Maintains inventory of departmental supplies, materials, uniforms, and any equipment used during daily work.
MINIMUM TRAINING AND EXPERIENCE
Must have a High School diploma or equivalent. Possession of a valid North Carolina driver’s license.
MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS
- Physical Requirements: Must be physically able to operate a variety of machinery and equipment including trucks, radios, water pumps, handheld reading devices, hand tools, shovels, rakes, dollies. Must be able to exert up to 75 pounds of force occasionally, up to 20 pounds of force frequently and 10 pounds of force constantly.
- Physical demand requirements: Work requires extensive walking, stooping, crouching, kneeling, bending, crawling, reaching, standing, and grasping. Worker may be subject to adverse weather conditions including cold, heat, and rain and will be provided with the necessary safety equipment provided by the county.
- Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural, or composite characteristics (whether similar or divergent from obvious standards) of data, people, or things.
- Interpersonal Communication: Requires the ability to speak and/or signal people to convey or exchange information. Includes receiving instructions, assignments, or directions from superiors.
- Language Ability: Requires the ability to read a variety of reports, forms, manuals, and documents. Requires the ability to prepare logs, reports, forms, technical data, using prescribed formats. Requires the ability to speak to people with poise, voice control and confidence.

- Manual Dexterity: Requires the ability to manage a variety of items such as motorized equipment, power, and hand tools. Must have minimal levels of eye/hand/foot coordination. Must be able to drive a vehicle.
- Color Discrimination and Visual Acuity: Requires the ability to differentiate colors and shades of color; requires the visual acuity to determine depth perception, night vision, peripheral vision, inspection for small parts; preparing and analyzing written or computer data, etc.
- Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress, and confrontations with people acting under stress and in emergency situations.
- Physical Communication: Requires the ability to talk and hear: (Talking: expressing or exchanging ideas by means of spoken words. Hearing: perceiving nature of sounds by ear.) Must be able to communicate by way of telephone and two-way radio.
- Technological Aptitude: Requires the ability to understand and use basic computers, tablets, smartphones, or devices and equipment with similar technology.
KNOWLEDGE, SKILLS, AND ABILITIES- Working knowledge of the operation of motorized equipment, tools, and vehicles used in water line maintenance.
- Working knowledge of water line maintenance work.
- Basic knowledge of the occupational hazards involved and the safety precautions necessary for the proper operation of varied construction and maintenance equipment.
- Ability to operate trucks and motorized equipment. Ability to maintain accurate records of all activities.
- Ability to understand and follow oral and written instructions.
- Ability to establish and maintain effective working relationships as necessitated by work assignments.
