Water and Wastewater Division Manager
Job Summary

The Water and Wastewater Division Manager is responsible for overseeing the operation, maintenance, and administration of drinking water and wastewater systems. This position provides leadership for personnel, equipment, and resources while ensuring the efficient production, treatment, distribution, collection, and processing of water and wastewater services. The role also supports system planning, construction, regulatory compliance, and staff development.

Key Responsibilities
Operations Management
  • Manage and oversee the Water and Wastewater Division.
  • Supervise personnel responsible for water production, treatment, and distribution systems, as well as wastewater collection and treatment facilities utilizing activated sludge secondary treatment processes.
  • Ensure the efficient and cost-effective use of equipment, materials, and personnel.
  • Direct and implement water and wastewater maintenance programs.
Leadership and Staff Development
  • Lead, motivate, and develop staff to achieve operational goals.
  • Promote employee training, professional development, and certification requirements.
  • Foster a culture of safety, accountability, and continuous improvement.
Planning and Project Management
  • Participate in the planning, design, and construction of drinking water and wastewater infrastructure projects.
  • Assist in the development and management of user fee systems.
  • Coordinate operational activities to support long-term utility goals.
Administration and Reporting
  • Prepare and maintain purchase orders, invoices, monthly reports, maintenance records, and budget-related documents.
  • Monitor division performance and ensure accurate documentation and reporting.
  • Perform other related duties as assigned.
Qualifications
Education
  • Equivalent to a four-year college degree or related field associated with large-scale utility operations. Relevant education may substitute for one year of required experience.
Preferred
  • Bachelor's degree in Biology, Chemistry, Environmental Science, Civil Engineering, Public Administration, or a closely related field.
Experience
  • Minimum of five (5) years of specialized managerial experience overseeing drinking water production, treatment, and distribution systems, as well as wastewater collection and treatment facilities utilizing activated sludge secondary treatment processes.
  • Experience managing utility systems during planning, design, and construction phases.
  • Experience with user fee system development.
  • Experience with staff training and development.
  • Knowledge of federal drinking water and wastewater regulations and compliance requirements.
Knowledge Of
  • Operating principles and maintenance requirements of activated sludge wastewater treatment plants with capacities of at least three (3) million gallons per day (MGD).
  • Primary and secondary treatment processes, oxygen production, sludge digestion, and dewatering.
  • Utility operations, maintenance practices, and regulatory requirements.
Skills and Abilities
  • Strong leadership and personnel management skills.
  • Ability to communicate effectively with the public, operations staff, and senior management.
  • Demonstrated ability to lead, motivate, and develop employees.
  • Strong organizational, problem-solving, and decision-making abilities.
Licenses and Certifications

Required:

  • Current and valid Level III Water Treatment Certification issued by a U.S. state, territory, commonwealth, or the District of Columbia.
  • Current and valid Level III Water Distribution Certification issued by a U.S. state, territory, commonwealth, or the District of Columbia.
  • Current and valid Level II Wastewater Treatment Certification issued by a U.S. state, territory, commonwealth, or the District of Columbia.
  • Current and valid Level II Wastewater Distribution Certification issued by a U.S. state, territory, commonwealth, or the District of Columbia.
Relocation Assistance
  • Relocation assistance may be available for qualified candidates relocating from outside the local area.
