SUMMARY OF POSITION

Under general supervision, performs technical tasks in the operation of the wastewater collection system. Must be able to interpret GIS maps and understands cleaning nozzle types.

ESSENTIAL DUTIES AND RESPONSIBILITIES

When Assigned to Combo Vac Operator I

• Operates Combo Truck with limited supervision.
• Maintains all combo truck equipment (nozzles, wands, vac cans).
• Reads and understands GIS map.
• Responds to emergency sewer requests.
• Independently manages service requests and work orders in City Works.

When Assigned to Combo Vac Operator II

• Carried-over duties from Level I, plus:
• Operates combo truck with no supervision.
• Operates skid steer (Clean dump station).
• Clean large and small diameter sewer pipes.
• Selects appropriate cleaning nozzles for different pipe applications.
• Makes field GIS changes and delivers data to GIS staff for entry.

When Assigned to Combo Vac Operator III

• Carried-over duties from Levels I & II, plus:
• Trains employees on operations with the combo truck and best practices for sewer televising.
• Makes competent person decisions in the field for confined space entry with no supervision.
• Coordinates with Project Analyst to schedule routine tasks.
• Familiar with CMOM operations and best practices.
• Responds to emergency sewer requests as the primary field employee.
• Possesses advanced knowledge of cleaning nozzle selection and use.
• Possesses advanced knowledge of sewer cleaning best practices for large and small diameter pipes.

MINIMUM QUALIFICATIONS

For Level I: Equivalent to a High School diploma and/or GED and a Texas Class A CDL with tankers endorsements and a TCEQ Wastewater License.

For Level II: Must meet Level I requirements and have a minimum of two (2) years of relevant experience with a combo truck, plus a TCEQ Level II Wastewater License. Must complete the Sewer Cleaning 101 course (NEZAT Training) or an equivalent course.

For Level III: Must meet Level I & II requirements, and have a minimum of five (5) years of relevant experience with a combo truck. Must have a TCEQ Collection III license and have completed NIMS 100 training. Completion of Competent Person Training is preferred. Demonstrates core values and leadership.

Any work-related experience that results in acceptable proficiency may substitute for the above education/experience requirements.

CONDITIONS OF EMPLOYMENT

• Must pass a drug screen and background check.
• Must have a Texas Class A CDL with tankers endorsement.
• Class C Texas Driver’s License.
• During storms or natural disasters, staff may be divided into two 12-hour shifts.
• During storms or natural disasters, staff may be called in while on vacation.

PHYSICAL DEMANDS

Tasks may require heavy physical effort, climbing, balancing, and lifting or moving moderately heavy objects (20-50 pounds) and occasionally up to 250 pounds. Some tasks involve visual and odor perception.

WORK ENVIRONMENT

Limited exposure to environmental conditions; may involve strong odors, traffic hazards, and extreme temperatures or weather.
