What You Will Be Doing:

As part of our dynamic team, you will play a pivotal role in supporting engineering and infrastructure projects through AutoCAD drafting, technical documentation, project coordination, GIS data management, and records maintenance. Responsibilities include developing and updating engineering plans and maps, preparing specifications and cost estimates, interpreting survey and field data, performing engineering calculations, coordinating federally funded projects, and maintaining accurate technical records and infrastructure databases.

The Working Environment You Can Expect:

Located on Joint Base Elmendorf-Richardson (JBER), this position provides access to federal installation amenities including fitness centers, eateries, and recreation areas. The work environment is professional and mission-focused, balancing technical drafting in an office setting with frequent field visits to construction sites and facility utility systems. You will work both independently and collaboratively with a diverse team of engineers, project managers, and military personnel within the 176th Civil Engineer Squadron.

Who We Are Looking For:

We are interested in candidates who possess some or all of the following position specific competencies:

Design:

Knowledge of conceptualizing, developing, producing, understanding, and using plans, models, blueprints, and maps, including the use of tools and instruments to produce precision technical drawings, working prototypes, components, or systems. This directly supports the primary duty of performing a full range of manual and automated drafting.

Attention to Detail:

Is thorough when performing work and conscientious about attending to detail. This is critical for reviewing plan sets for accuracy and ensuring technical integrity to prevent safety compromises or project delays.

Computer Skills:

Uses computers, software applications, databases, and automated systems to accomplish work. The position requires daily use of complex systems including AutoCAD, ArcGIS, and various facility management databases.

Contracting/Procurement:

Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration. This competency supports the role's responsibility as the State Contract Officer Representative (COR) for Appendix 31 projects.

Cost Estimation and Analysis:

Knowledge of the principles, practices, and methods used to determine, estimate, and analyze costs, including determining life cycle costs, application of cost models, and evaluation of cost realism. The incumbent is responsible for preparing cost estimates and verifying contractor pay requests.

The successful applicants must pass a federal background check in order to qualify for military base access, which is required with this position's work location on base. The background check may include fingerprinting. All job offers are conditional pending successful completion of the federal background check and issuance of a Defense Biometrics Identification System (DBIDS) card allowing base access. Also, you must be able to maintain the clearance throughout your employment. If using a private vehicle this will require a valid Alaska Driver License, proof of vehicle insurance, and a valid State of Alaska vehicle registration.

State employees are guests at Joint Base Elmendorf-Richardson; clearance and access are not within the State's control.

Special Note:

In addition, in some cases employees must be able to obtain and maintain a Common Access Card (CAC). As part of the examination process, a background check investigation, including a criminal records check, will be conducted. Conviction of a crime will not automatically preclude appointment. The circumstances involved in the conviction will be considered.

Minimum Qualifications
  • Completion of two courses in computer assisted drafting, design or mechanical drawing at the high school level, OR 6 semester hours or 8 quarter hours of computer assisted drafting, design, or mechanical drawing course work at the technical/vocational school or college level;
  • AND
  • One year of automated drafting experience as a Drafting Technician 2 with the State of Alaska or the equivalent elsewhere.
  • Additional experience in computer assisted drafting, design, or mechanical drawing may be substituted for the required course work on a year-for-year basis.
  • Additional course work in computer assisted drafting, design, or mechanical drawing may be substituted for the required experience on a year-for-year basis.
