The Texas Department of Public Safety is seeking a senior procurement professional to handle highly complex purchasing, contract development, and procurement policy guidance across agency facilities statewide.
Responsibilities include leading meetings, negotiating contracts, ensuring regulatory compliance, and mentoring team members. The role may include telecommuting options depending on division needs.

Performs highly complex (senior-level) purchasing and procurement work for the agency. Work involves processing purchases and delivery of various types of commodities and services, including unusual and complex goods and services for agency facilities statewide; and preparing and/or reviewing technical specifications and complex procurement documents for a variety of goods and services. Trains others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgement.

Graduation from a standard senior high school or the equivalent is required. Graduation from an accredited four (4) year college or university with major course work in Business Administration, Public Administration, Finance, Accounting, or a related field is preferred.
Minimum of Five (5) years of experience in purchasing or contract development work. State purchasing experience preferred.
If driving is required, must possess a valid driver license from state of residence. Certification as a Certified Texas Contract Developer (CTCD) and Certified Texas Contract Manager (CTCM) are required for this position or attainment of both certifications within eleven (11) months of hire. Must maintain valid certification for continued employment in position.
Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies, and procedures. Knowledge of procurement regulations, policies and procedures, and community resources. Knowledge of and skill in interpreting and applying state and federal laws and regulations.
Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
Must exercise excellent interpersonal skills - position continually requires demonstrated poise, tact, diplomacy, and an ability to establish and maintain effective working/professional relationships with external and internal customers. Ability to effectively lead others.
Must be organized, flexible, and able to effectively prioritize in a multi- demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness, or professionalism.
Excellent verbal and written communication skills to include complex correspondence drafting, English composition, grammar, punctuation, and spelling. Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals. Must possess skills to effectively negotiate features of a contract.
Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships, and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems. Must be skilled to effectively evaluate fiscal data for reasonableness, necessity, and conformity with contract requirements.
Must be able to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance, and dissemination of information.
Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.
Ability to travel overnight, in-state up to 5%. Availability for after-hour and weekend work is required. This position may have the ability to telecommute based on the needs of the division/agency.
Current DPS employees who submit applications for posted DPS positions shall notify their immediate supervisor in writing.
A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.
A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.
Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
