GENERAL DESCRIPTION: Perform highly advanced (senior-level) contract management work for high dollar, high profile contracts. Work involves developing and evaluating contracts for products and services. Plan, assign, and oversee the work of others. Work is performed under minimal supervision with extensive latitude for the use of initiative and independent judgment.
1. Develop and interpret procurement and contract administration policies and procedures.
2. Oversee the development of service and commodity contracts by identifying provider resources, describing services to be rendered, and negotiating price and product contractual terms.
3. Oversee and participate in contract pre-award and post-award activities, monitor contract performance and billings
4. Resolve contract issues and concerns.
5. Oversee and assist in negotiating contract renewals, amendments, and plan changes.
6. Oversee and review specifications for requests; plan, develop and coordinate procurement documents and evaluation instruments; and maintain contracting records.
7. Provide technical assistance to agency staff, other agencies, organizations and the community regarding contract administration, policies and procedures.
8. Plan, assign, and oversee the work of others.
9. Oversee the monitoring of and/or monitor legal, rule and regulatory requirements pertaining to contracting
10. Identify training needs and determine how training should be provided and conducted.
11. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
12. Perform other duties as assigned.
GENERAL QUALIFICATIONS and REQUIREMENTS:
Education - High School Diploma/equivalent required. Graduation from an accredited four-year college or university with a major in Business Administration, Public Administration, and Finance, Accounting or a related field preferred.
Experience - Minimum of six (6) years full-time purchasing, contracting or contract management. Two (2) years of direct Texas State purchasing or contracting experience preferred. Experience administering high dollar and highly complex contracts and facilitating contract activities utilizing the Texas Request for Proposals (RFPs) and Request for Offers (RFOs) are preferred.
Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.
Licensure and/or Certification - Certification as a Certified Texas Contract Developer (CTCD) [formerly Certified Texas Procurement Manager] and Certified Texas Contract Manager (CTCM) are required for this position or attainment of both within eleven (11) months of hire. Must maintain valid certifications for continued employment in position.
Regulatory knowledge - Knowledge of contracting regulations, policies, and procedures. Knowledge of agency and departmental organizational structure, policies, procedures, rules and regulations preferred. Skill in interpreting and applying rules, regulations, policies and procedures. Knowledge of community resources.
Analytical skills - Skill in problem- solving techniques. Skill in reviewing technical data and prepare technical reports.
Purchasing skills - Knowledge of automated purchasing methods and procedures. Skill to negotiate features of a contract, while balancing agency and provider requirements. Skill to evaluate fiscal data for reasonableness, necessity, and conformity with contract requirements.
Interpersonal skills - Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public. Must exercise excellent interpersonal skills - position continually requires demonstrated poise, tact, diplomacy, and an ability to establish and maintain effective working/professional relationships with external and internal customers. Ability to effectively lead others.
Communication Skills - Skill to communicate ideas and instructions clearly and concisely. Excellent verbal and written communication skills to include complex correspondence drafting, English composition, grammar, punctuation, and spelling.
Computer skills - Proficient with personal computers and various software, e.g. spreadsheets, word processing, databases, desk-top publishing, and modern business practices.
Organizational skills - Skill to prepare and maintain accurate records, files and reports. Ability to multi-task and prioritize in a high-stress, fast-paced, multi-demand environment, and the ability to make sound work-related judgments and decisions.
Confidentiality - Must be able to responsibly handle sensitive and confidential information and situations.
Travel and/or Schedule - Availability to work overtime and/or be on call.
