Job summary

Noblis' energy and sustainability team supports Federal partners, including the Office of the Secretary of War, by delivering analyses that inform policy and technology reviews for operational energy across the DoW.

As a DoW Energy Resilience Program Analyst, you will conduct energy use analyses, lead resilience initiatives, develop policy inputs, and coordinate with DoW components, providing strategic communications to senior leaders.

Qualifications

  • Bachelor’s degree in engineering, public administration, energy policy, or related field.
  • 5+ years of relevant experience.
  • Experience analyzing Federal energy resilience programs and DoW energy initiatives.
  • Citizenship and ability to obtain Secret clearance.

Responsibilities

On Noblis’ energy and sustainability team, we are dedicated to addressing our planet’s biggest energy challenges. We are seeking a professional who will be a member of our team supporting Federal government partners, including the Office of the Secretary of War. Our team conducts analyses that inform the development of policy and provides subject matter expertise in support of operational energy initiatives across the Department of War.

As a DoW Energy Resilience Program Analyst on our team, you will support a number of efforts, including energy use analysis, energy resilience initiatives, policy development, and technology reviews for our clients. You may engage in other initiatives as well, such as strategy development and coordination with DoW components.

Responsibilities:

  • Support energy policy and resilience initiatives, including energy resilience planning
  • Provide energy programming and budgetary alignment support to clients in evaluating available resources.
  • Support development of literacy and workforce training resources to advance energy resilience initiatives.
  • Develop Congressional reports on government energy use, DoW energy resilience efforts, and technology development activities.
  • Coordinate between government agencies and establish working groups as needed to ensure cooperation and leadership on energy resilience initiatives.
  • Provide analysis of energy data to provide solutions and strategies for resilience and efficiency efforts.
  • Provide support for initiatives that automate and improve data collection efforts.
  • Provide strategic communications and presentations to senior leaders on ongoing and future energy initiatives.
Required Qualifications

Bachelor’s degree in engineering, public administration, energy policy, or other relevant fields

  • 5+ years of relevant experience
  • Experience analyzing Federal energy resilience programs, policies, or initiatives, especially Department of War energy programs and authorities
  • Presentation skills and experience presenting to technical and nontechnical audiences
  • Experience in using spreadsheets and databases to perform data analysis
  • U.S. Citizenship is required / Must be eligible to obtain a Secret clearance
Desired Qualifications
  • Advanced degree in engineering, public administration, environmental science, sustainability, energy policy, or other relevant fields
  • Knowledge of DoW Programming and Budget cycle
  • Experience with DoW installation or operational energy offices
  • Experience on projects with the United States Federal Government, including grant programs
  • Strong data analysis skills in Excel, Tableau, PowerBI and/or R
  • DoW Secret clearance

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract‑specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this positionis based on full time status. For part time or on‑call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.

Posted Salary Range

USD $86,800.00 - USD $135,625.00 /Yr.
