RECRUITMENT: The State Highway Administration's (SHA) Office of Procurement and Contract Management is recruiting for a DOT Procurement Officer II in Baltimore City. This position is open to anyone who meets the minimum qualifications listed below. The resulting list of eligible candidates will be used to fill this vacancy and may be used to fill future vacancies in this classification.
Nature of Work: The DOT Procurement Officer II will be in the Procurement Support and Services Division (PSSD) and report to the Section Chief in whichever section the person is assigned. This position is responsible for the procurement of commodities, fixed assets, maintenance and professional services, construction-related services, supplies, hotel accommodations, special events, and other needs through a competitive or negotiated procurement process.
This position provides technical guidance and assistance for the agency procurement function to all levels across SHA Districts, offices, and maintenance shops statewide. This individual applies established standards for small procurement contracts, examines, and evaluates procurement documents, and assists with delivering procurement training. The DOT Procurement Officer will assist the section chief in conducting emergency procurements; review and recommend updates to procurement standards, policies, and procedures.
This position must develop and maintain proficiency in the state's procurement and contract approval processes and in using the state's Financial Management Information System (FMIS) to process and approve new procurements, invoice payments, change orders, etc.
This position must ensure compliance with the State Finance and Procurement Article of the Maryland Annotated Code; the Code of Maryland Regulations (COMAR), Title 21; Board of Public Works advisories; policies set by the State's control authorities, particularly the Department of General Services Office of State Procurement (DGS) and The Secretary's Office (MDOT TSO); and MDOT SHA's internal policies and procedures.

The State Highway Administration (SHA) has been named Training Magazine's Training APEX Awards for the sixth consecutive year.
Education: A Bachelor's degree from an accredited college or university.
Experience: Two years of experience in contract management or procurement involving duties such as soliciting, evaluating, negotiating, and awarding contracts and ensuring compliance with governmental procurement laws, regulations, and conditions.
Candidates must possess a motor vehicle operator's license valid in the state of Maryland.
