Job summary

Modern Technology Solutions, Inc. (MTSI) seeks an experienced Technical Program Manager - SME to lead the Space Based Interceptor Ground Team under the Golden Dome DoD contract. You will guide PMAS system development, integration, and sustainment across DoD environments, ensuring cybersecurity compliance and risk-managed progress.

The role emphasizes technical leadership, Agile/DevSecOps collaboration, and documenting architectures and plans to support mission priorities.

Qualifications

• Bachelor’s degree with 15 years’ related experience; Master’s degree preferred.
• Active Top-Secret Clearance with SCI Eligibility.
• 5 years’ SAP/CAP access experience; 1 year in last 5 years.
• 15 years’ experience in system development, integration, or sustainment with 3+ years in technical leadership.
• Hands-on Experience With PMAS Or Other DoD Mission-critical Systems.
• Expertise in Agile methodologies, DevSecOps practices, and technical program oversight.
• Proficient in SDLC, cloud computing, and container technologies (Kubernetes/Docker).
• Experience with data architecture, integration tools, and systems engineering frameworks.
• Strong programming/scripting skills (Python, Java, JavaScript, C++, Bash).
• Familiarity with DoD policies, RMF/NIST, DISA STIGs, cybersecurity best practices.

Responsibilities

• Lead technical planning, design, development, and delivery of PMAS solutions.
• Define and maintain scalable, secure architectures for multi-domain environments.
• Collaborate in an Agile/DevSecOps environment to deliver PMAS features.
• Provide mentorship to developers, engineers, and stakeholders.
• Oversee integration of PMAS systems into DoD platforms.
• Evaluate system performance and implement improvements for speed, reliability, security.
• Ensure compliance with DoD cybersecurity, RMF/NIST, DISA STIGs.
• Advocate modern tools and methodologies (CI/CD, cloud, AI/ML).
• Identify and mitigate technical risks while meeting contractual requirements.
• Create technical documentation for architecture and workflows.
• Interface with government stakeholders to report progress and align deliverables.
