U.S. Fleet Forces Command in Norfolk, VA seeks a Management Analyst to join the BASE LEVEL COMMUNICATIONS DIVISION (N51/N81) in the Plans, Programs and Requirements Department (N5/N8).

Qualifications

• Experience preparing contracting reports and related documents.
• Experience in development of fiscal year Spend Plans and multi-year POM financial planning reports.
• Experience in contract procurement packages and administration.
• Experience training and mentoring junior staff.

Responsibilities

• Collaborate with Contracting Specialists and Officers to select procurement methods per DoD policies.
• Work with Base Communication Office (BCO) teams to identify deficiencies and recommend improvements.
• Develop a continuous process improvement program to increase efficiency.
• Provide recommendations on service acquisition methodology for future contracts and financial processes.
• Serve as Contracting Officer’s Representative (COR) and perform related administrative tasks.
• Assist staff in managing the Commercial Purchase Card program and monitor expenditures.
• Track expenditures and analyze trends for annual Spend Plans and POM development.
• Utilize Microsoft SharePoint to manage workflow for contracts and government purchases.
