Position: Director Business Development & Capture
Location: McLean, VA
We are seeking a Senior-level Business Development (BD) Executive with experience in business development, capture management, IDIQ/BPA Task Order Management, focused on DoD.
Key Responsibilities:
- Lead efforts to pursue and qualify new opportunities within the Defense Agencies market, aiming for revenue growth and profitable expansion.
- Develop strategies for business and technology solutions, maintain the pipeline, identify potential customers, and participate in bid and proposal activities.
- Understand the DoD customer's organization, technology, and end users to enhance Harmonia's competitive position.
- Identify and qualify new business opportunities, shape capabilities, and leverage solutions into new markets.
- Maintain relationships with industry partners, clients, and government customers, supporting lifecycle capture management efforts.
- Proactively engage with customers to gain insights and influence opportunities, coordinate with internal teams, and maintain accurate records of opportunities.
- Participate in trade shows and conferences to identify new business opportunities.
- Develop and present forecasts and pipeline reports, educate clients about Harmonia's services.

- IDIQ Task Order Capture Management, including vehicles and contracts such as DOT SWES, FDIC ITAS-NG, SEC ONEIT, 8(a) STARS3, GSA VETS2, among others.
- Experience with Federal Civilian agencies such as Education, FDIC, Labor, SBA, SEC, Transportation, Treasury/IRS, USDA.
Minimum Qualifications:
- US Citizenship
- Bachelor's Degree or equivalent experience
- At least 7 years in BD and Capture Management
- Experience in government IT markets: modernization, Big Data, Cloud, Cybersecurity, AI/ML, GIS
- Knowledge of government procurement processes and DFARs
- Team-oriented, detail-focused, organized
- Experience with DELTEK GovWIN IQ, Salesforce, and Technologies like USASPENDING.GO
Skills and Abilities:
- Proficiency in MS Office Suite
- Strong customer service and communication skills
Additional Requirements:
- Active DoD SECRET or TS Clearance (a plus)
- Previous DoD/Military experience (a plus)
- Location: Northern VA/DMV, Tysons Area (minimum 3 days/week)
- Travel: Up to 30%
