Job summary

Lawrence Livermore National Laboratory in Livermore, CA, is seeking a Document Compliance Manager to lead the document control and records management programs in the Superblock facilities.   • Experience with electronic document management systems, preferably Windchill (ELM-U).
  • Advanced Word and Excel and Adobe Acrobat Pro.
  • Knowledge of federal and nuclear regulations for documentation.
  • Ability to manage cross-functional teams.

Responsibilities

  • Lead, supervise, and provide administrative direction for a team of document specialists and document compliance personnel.
  • Develop, implement, maintain, and update facility-wide document management policies, procedures, plans, and retention schedules.
  • Oversee the full document lifecycle, including creation, drafting, review, approval, distribution, tracking, archival, retention, and destruction.
  • Ensure document control and records management practices support compliance with federal regulations, institutional requirements, nuclear facility safety bases, and internal procedures.
  • Serve as the subject matter expert for document management processes, practices, manuals, guidance documents, and related implementation plans.
  • Monitor workflow, performance, and work quality, and participate in appraisals, mentoring, training, recruiting, and staff development.
  • Manage document routing, revision control, inventories, metadata, and traceability using electronic systems such as ELM-U and other EDMS tools.
  • Oversee electronic and physical records management, including cataloging, digitization, retention, and disposition.
  • Collaborate with subject matter experts, facility management, training, engineering, IT, and program stakeholders to develop, revise, and implement controlled documents and operational procedures.
  • Evaluate document control and procedure processes to verify requirements are adequately implemented and change control impacts are appropriately reviewed.
  • Monitor internal performance metrics, develop dashboards and reports, and provide status updates to management.
  • Lead, plan, coordinate, and conduct periodic assessments, including management self-assessments, observations, and inspections, to determine conformance with regulations, LLNL requirements, and SBK plans and procedures.
  • Coordinate completion of corrective action plans related to deficiencies.
  • Perform other duties as assigned.

Job Description

We have an opening for aDocument Compliance Managerto support thedocument control and records management programsin the Superblock facilities. In this lead role, you will manage a team of document and compliance specialists and oversee the full document control program to ensure documents, records, and procedures are maintained in compliance with federal, institutional, and nuclear facility requirements. This position is in theSuperblock (SBK)within theStrategic Deterrence Directorate.

This position requires full-time on-site presence due to the nature of the work.

This position will be filled at eitherlevel based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

You will

  • Identify, develop and implement process improvements to strengthen efficiency, compliance, and program effectiveness.
  • Support special projects, committee participation, and cross-functional initiatives as assigned.
  • Administer operational resources and support budget prioritization, balancing, and allocation as needed.
Qualifications
  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor’s degree in communications, English or a related field, or equivalent combination of education and relevant experience.
  • Experience with electronic document management systems, preferably Windchill (ELM-U).
  • Strong proficiency in Microsoft Office Suite, including advanced Word and Excel, and Adobe Acrobat Pro.
  • Strong knowledge of documentation standards, records retention practices, and applicable federal and nuclear regulations.
  • Demonstrated ability to manage cross-functional work, influence stakeholders, and resolve sensitive issues with tact and judgment.
  • Excellent attention to detail, problem-solving ability, and written and verbal communication skills.
  • Strong collaboration and communication skills with the ability to work effectively across multidisciplinary teams.
Additional qualifications at the A23.5 level
  • Extensive experience in document control, records management, or configuration management.
  • Experience leading teams and managing complex document control programs in highly regulated environments.
  • Demonstrated ability to lead, plan, manage, and oversee the development and implementation of new programs and projects from concept through execution.
Qualifications We Desire
  • Procedure Professional Association (PPA) certification.
  • Experience with Superblock policies, procedures, and operating practices.
Pay Range

$136,020 - $199,836 Annually

$136,020 - $166,584 Annually for the A23.4 level

$163,170 - $199,836 Annually for the A23.5 level

An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.
