Job Title: Dynamic Learning Community (DLC) - Corporate Programs Specialist

Reports to: Senior Director of Quality & Training

Position Classification: Exempt

Office Location: Remote

Wage Range: $57,000 - $62,500

Primary Objectives of Position: The Corporate Programs Support Specialist provides cross-functional support to workforce development projects by strengthening service delivery models, promoting quality and compliance, and enhancing staff performance through training and technical assistance. This position supports both corporate initiatives and local operations by monitoring progress on performance and quality goals, facilitating the adoption of best practices, and aligning resources across departments. The Specialist plays a key role in driving continuous improvement by conducting audits, supporting program transitions, interpreting policy, and delivering targeted coaching and training-ultimately helping projects achieve contractual outcomes and deliver exceptional service.

Essential Job Functions

Corporate Programs Support:

  • Investigate opportunities to enhance extreme customer service, program service delivery model strength, and operational efficiency.
  • Provide relevant companywide and regional comparative reporting on service delivery models and tool efficacy.
  • Track progress on various companywide and operation specific initiatives and compliance with standards.
  • Provide program support to projects in pursuit of positive performance outcomes, ranging from resources and recommendations to case management, employer services, and partner collaboration as needed.
  • Provide best practice recommendations for local program case management, training, quality monitoring, and resource development based on quality and performance deficiency areas.
  • Coordinate with other corporate support departments to align resources and strategic guidance for program challenges (Youth WEX, Rural Area Outreach, etc.)

Corporate Quality Support

  • Promote a culture of quality and continuous improvement by modeling Extreme Customer Service principles in support of internal teams and external partners.
  • Support program launches and contract transitions by providing guidance and oversight on approval processes (e.g., WEX, OJT, ITA, Supportive Services, Eligibility) during ramp-up phases.
  • Conduct virtual and onsite audits to assess compliance with policies and procedures, compile findings and support follow-up quality improvement actions. May include program monitoring as needed.
  • Contribute to standardized reporting processes for the Monthly Regional Report, including analytics and quality insights that inform local and corporate decision-making.
  • Serve as a knowledgeable resource on policy interpretation for local operations and corporate teams, supporting accurate and compliant service delivery.
  • Collaborate with other corporate support departments and operations staff to review procedures, identify compliance gaps, and support continuous process improvements.

Corporate Training Support

  • Work to improve organizational efficiencies via training Leadership and Supervisors on customer flow, approval processes, policy, etc.
  • Provide training and coaching to project staff to assist with meeting performance and contractual goals; provide corrections training to staff, as needed.
  • Participate in monthly Operations Meetings with Project Directors, local leaders, and local quality team to review quality results, training initiatives, and support strategies; work with QPTs and local leaders to review performance data for trends, provide technical assistance for identification areas of non-compliance/low performance.
  • Participate in pre-audit reviews of projects that include working with local team to review files, assess risk, evaluate process gaps and prepare for a successful audit
  • Serve as a Subject Matter Expert (SME) on all new local, state and federal guidance and provide feedback on the implications to the Project Director and QPTs and make recommendations for revisions, as necessary.
  • Assist in identifying training needs and reviewing training content in partnership with QPTs, local leadership, and subject matter experts to ensure alignment with current policy and program goals.

Physical Demands/Work Environment: Physical requirements include carrying/lifting up to 5 pounds, frequently; up to 10 pounds, regularly; and up to 25 pounds, occasionally. Visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to drive an automobile and operate computer keyboard and basic office equipment; subject to carrying, lifting, twisting and reaching to perform essential job functions. Working conditions are primarily in an office environment with occasional travel to other locations.

Qualifications

Education: Minimum bachelor's degree from an accredited college or university or equivalent experience.

Experience: Minimum of 3 year's progressive relevant work experience with expertise in training and coaching and leading staff in a performance-based environment. Requires working knowledge of WIOA, TAA, TANF, SNAP/FSET, ES/UI and all applicable local Workforce Service programs. Familiarity with applicable federal, state and local laws and regulations required. ISO review and audit experience preferred.

Skills/Abilities: Excellent interpersonal skills with the ability to effectively disseminate information to a diverse audience in verbal and written format required. Must possess exceptional computer literacy including strong data entry, use various software programs for correspondence, reports, statistical compilation, and database expertise. Strong analytical skills with the ability to gather information and provide articulate and solutions driven options to complex issues. Ability to multi-task in a fast-paced environment. Strong listening and problem-solving skills. Ability to work independently with minimal supervision and effectively as part of a team. Must adhere to the principles of Extreme Customer Service with all interactions with internal and external customers. Training experience.

Additional Requirements: Must have valid driver's license and adequate vehicle insurance coverage.
