The Salvation Army’s Alabama/Louisiana/Mississippi Division seeks a Senior Social Services Administrator to plan, direct, and evaluate its social services programs in the Jackson area. The role focuses on program development, funding strategies, and regulatory compliance with federal, state, and local requirements.

You will manage staff, supervise contract and grant processes, and serve as a technical expert to field offices and local officers.

Qualifications

  • Master’s degree in Social Services from an accredited college or university.
  • Five years of progressively responsible experience developing and administering a variety of social service programs and securing funding through government grants and contracts.
  • Valid Driver’s License and qualifications under TSA Driver Qualification Program.

Job Location: ALM-Divisional HQ - Jackson, MS 39202, Position Type: Full Time Regular, Job Category: Social Services, Monday - Friday 8:30 am - 4:30 pm. This is a salaried position, occasional work outside of the regular schedule may be required.

Plans, directs, and evaluates the administration, operation, and staff of all social services programs in the Alabama/Louisiana/Mississippi Division; seeks new funding sources for existing and new programs; maintains relationships with funding sources; ensures that daily operations and services are in compliance with The Salvation Army policies, procedures and values as well as local, state and federal regulations; develops and facilitates the implementation program improvements in order to maximize service benefits to clients and the community; directs the preparation and administration of all required social service documents as well as contractual documents and grant applications; serves as technical expert for the Divisional Secretary for Program and DSWM and local officers and provides professional assistance in making social service program administration decisions.

Key Responsibilities
  • Monitors all social service programs in the division, such monitoring will include, but not be limited to ensuring compliance with The Salvation Army minutes and policies, local, state and federal government entities; works with Officers, Corps Administrators, Service Center Director and field employees as appropriate to implement programmes that will best serve social service needs in their community; serves as an advisor to the field on all social services programs, positions, and hiring of top-level social services personnel.
  • Reviews applications, contracts and grants for compliance with local, state and federal guidelines; monitors and prepares grants for submission to the Divisional Finance Board/Board of Trustees; serves as liaison between Corps, Division and Territorial Headquarters; assists Corps in preparing grants, new program proposals, T.L Williams applications and provides information regarding potential funding sources; assists Corps in preparing budgets for HUD funds; acts as liaison between funding sources and The Salvation Army.
  • Reviews new program proposals for accuracy and content, and prepares same for further processing through the Divisional Finance Board and Territorial Headquarters for approval; notifies Corps upon approval and assists in developing and monitoring of programs; identifies affirmative action language and works with the field location and THQ to determine if a formal affirmative action plan is required; ensures Divisional HR staff is involved and kept up-to-date. Works with Human Resources staff to determine best course of action for division.
  • Recommends new and innovative social service programs The Salvation Army can provide in local communities; works with local, state and federal government entities to discuss potential funding opportunities for new social service programs.
  • Identifies current Salvation Army programs that qualify for local, state and federal funding; works with financially deficient units to identify new revenue sources for existing social service programs; identifies new programs and funding sources, which will meet needs and improve the army’s credibility as a social service provider in the community; receives and reviews for accuracy and completion applications for funding sources; reviews for accuracy and completion applications and the resultant agreements, working with the location to correct deficiencies before submitting to the Divisional Finance Board/Board of Trustee for approval prior to submission to the funding source in accordance with Salvation Army Minute 38.
  • Travels onsite to assist the THQ CSRC Specialist with conducting CSRC inspections following through with submitting the THQ inspections/recommendations to the Divisional Secretary for Program and DSWM and/or Divisional Finance Board using THQ established forms and procedures. Travels onsite to conduct social services reviews to identify programmatic strengths/challenges and provides recommended improvement strategies to enhance programs.
Physical Requirements & Working Conditions
  • Ability to meet attendance requirements.

  • Ability to perform mathematical computations.
  • Ability to perform public speaking.
  • Ability to shift rapidly from one area of social services to another and back without losing focus in either.
  • Ability to type.
  • Limited amount of physical effort required associated with walking, standing, lifting and carrying light objects (less than 25 lbs.) 5-10% of work time.
  • Duties are usually performed seated. Sitting may be relieved by brief or occasional periods of standing or walking.
  • Work is performed in a normal office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like.
  • Work may require driving a vehicle where there may be discomforts associated with heavy traffic or changes in weather.

  • any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
