Job summary

Missouri Department of Transportation's Southwest District is hiring a district utilities engineer in Springfield to negotiate and coordinate utility relocations for highway projects. Under general supervision, you will work with municipalities and utilities to move lines and structures efficiently.

Responsibilities include preparing reimbursable agreements, easements, cost estimates, and reviewing invoices; conducting field visits and ensuring compliance with state and federal auditing

Qualifications

  • Bachelor's degree in engineering from an ABET-accredited program.
  • Professional Engineer license in Missouri is preferred.
  • Minimum five years' experience in highway or transportation engineering.

  • Prepares and reviews utility agreements, easements, and cost estimates; ensures compliance with auditing guidelines.
  • Negotiates Commission obligation percentage on reimbursable adjustments and approves final invoices.
  • Reviews permit applications for policy compliance and prepares variance documentation.
  • Conducts field visits to explain project impacts on facilities.

Job description

Waiver of licensing may be considered with the expectation of receiving PE within 18 months of hire.

Waiver For Years Of Experience Will Be Considered.

Why You’ll Love This Position

The district utilities engineer is responsible for negotiating and preparing agreements with utility companies and municipalities in the relocation of utility structures or facilities for existing or planned highways, and for coordinating the relocation of the structures/facilities. Responsibilities are performed under general supervision.

What You’ll Do
  • Notifies utility companies and municipalities of upcoming projects, approves consultant use as needed, and establishes a plan of adjustment to accommodate the department's projects.
  • Prepares reimbursable utility agreements, highway and construction easements, job special provisions, and engineering specifications; reviews and approves utility plan of adjustment and subcontract work; verifies design and construction cost estimates meet state and federal auditing guidelines; negotiates and approves Commission obligation percentage on reimbursable adjustments; approves final utility invoices for payment.
  • Contacts and works with municipalities, consultants, and utility companies on matters pertaining to relocation of structures or facilities and estimates cost to department.
  • Reviews utility permit applications for compliance with policy and prepares policy variance documentation.
  • Conducts field visits with municipalities, consultants, and utility companies to explain how projects will affect their facilities.
All You Need For Success
  • Bachelor's degree in engineering from an ABET-accredited college or university curriculum.
  • Licensed as a Professional Engineer in the State of Missouri.
  • Five years of experience in highway or transportation engineering.
