Position Summary
The St. Petersburg Downtown Improvement District (SPDID) is seeking a hands-on District Manager to lead the day-to-day delivery of enhanced services throughout Downtown St. Petersburg.
The District Manager translates SPDID's mission and service standards into visible, measurable results, with direct oversight of Ambassador and Maintenance programs including hospitality, business engagement, litter and debris removal, graffiti and weed abatement, pressure washing, public-realm maintenance, and quality-of-life reporting.
This is a field leadership and management position. The successful candidate will spend meaningful time in the District supervising staff, evaluating conditions and service quality, resolving operational issues, engaging stakeholders, and improving systems, schedules, performance measures, and accountability.
Essential Duties and Responsibilities
District Operations & Service Delivery
- Direct daily deployment of SPDID's Ambassador and Maintenance teams, including schedules, routes, assignments, service zones, and daily priorities.
- Maintain a strong field presence to assess district conditions, service quality, staff performance, and emerging needs.
- Oversee Ambassador services including hospitality, visitor assistance, stakeholder engagement, quality-of-life reporting, data collection, and coordination with City and public-safety resources.
- Oversee maintenance services including litter and debris removal, graffiti and weed abatement, spot pressure washing, public-realm maintenance, and special cleanup initiatives.
- Identify recurring cleanliness, maintenance, infrastructure, and quality-of-life issues and coordinate appropriate responses with staff, contractors, property owners, and City departments.
- Lead recruitment, onboarding, training, scheduling, coaching, performance evaluation, and professional development of field staff.
- Build a professional, accountable, service-oriented team culture and manage attendance, timekeeping, uniforms, vehicle assignments, equipment use, and related operational administration.
- Establish service standards, KPIs, and reporting practices; use field observations and operational data to identify trends, service gaps, and opportunities for improvement.
Partnerships & Stakeholder Coordination
- Serve as a primary operational liaison with City departments and maintain strong working relationships with downtown businesses, property owners, residents, institutions, and community partners.
- Ensure stakeholder service requests and concerns are documented, coordinated, and resolved or referred to the appropriate partner.
Operations Administration & Special Projects
- Oversee the readiness, maintenance, safe use, and inventory of SPDID vehicles, equipment, tools, supplies, and operations facilities.
- Monitor operational expenditures and contracted services; assist with procurement, vendor management, and budget planning.
- Promote safe operating practices and ensure incidents, injuries, and property damage are documented and reported appropriately.

- Strong leadership and people-management skills, particularly with field-based or customer-facing teams.
- Strong organizational, scheduling, and operational planning skills.
- Excellent written and verbal communication skills.
- Ability to manage multiple priorities and changing conditions in a fast-paced urban environment.
- Experience setting performance expectations and holding employees and vendors accountable for results.
- Comfort with operational data, performance metrics, technology platforms, dashboards, and reporting systems.
- Ability and willingness to spend significant time outdoors and in the field throughout Downtown St. Petersburg.
- Ability to walk extended distances, work in varying Florida weather, and occasionally lift or move operational equipment and supplies.
- Ability to maintain a valid driver's license and safely operate organizational vehicles as required.
Preferred Qualifications
- Experience with a DID/BID, downtown management organization, municipality, hospitality or facilities operation, public-space management program, or comparable service organization.
- Experience supervising Ambassador, hospitality, maintenance, public-realm, facilities, landscaping, sanitation, or similar field-service teams.
- Knowledge of best practices in Ambassador programs, public-realm maintenance, place management, and enhanced municipal services.
- Experience developing SOPs, service standards, employee training, and quality-control systems.
- Experience working collaboratively with municipal departments or other public agencies.
- Experience with employee relations, HR procedures, and performance management.
- Experience managing vendors, contracts, equipment, vehicles, or operational budgets.
- Bilingual abilities are a plus.
Required Education & Experience
- A minimum of five (5) years of professional experience, including supervisory or management experience, in one or more of the following:
- Downtown or district management
- Hospitality or customer-service operations
- Municipal or public-sector operations
- Facilities, property, or public-realm management
- Maintenance or field-service operations
- Demonstrated experience supervising employees and managing day-to-day operations.
- Demonstrated understanding of urban environments, customer service, and field operations.
- Strong computer skills, including Microsoft Office and the ability to learn field-service and reporting technology.
