District LPAC and Emergent Bilingual Compliance Specialist

Job Title: District LPAC and Emergent Bilingual Compliance Specialist Wage/Hour Status: Exempt

Department/School: Curriculum and Instruction

Reports to: Director of Bilingual Services

Position Purpose:

Ensure compliance with federal and state regulations for Bilingual and ESL Education Programs by training staff, conducting assessments, and collaborating with various departments. Support administrators in monitoring student progress, data accuracy, and appropriate placement of Emergent Bilingual students while maintaining effective communication and providing customer service to all stakeholders.

Qualifications/Minimum Education/Certification:

  • Three years of teaching experience
  • Fluent in Spanish (listening, speaking, reading, and writing)
  • Knowledge of Emergent Bilingual compliance process
  • Ability to speak and write effectively and establish and maintain effective relationships with administrators, teachers, staff, students, and parents
  • Evidence of campus/district leadership

Major Responsibilities and Duties:

  • Ensure compliance with all federal and state mandates regarding Bilingual, Dual Language, and ESL Education Programs.
  • Train appropriate campus staff with Language Proficiency Assessment Committee (LPAC) procedures.
  • Conduct Language Proficiency Assessment Committee (LPAC) for initial identification, Middle of the Year (MOY), and End of Year (EOY), which includes all emergent bilingual (EB) students.
  • Collaborate with the Special Education department to ensure LPAC and ARD (Admission, Review, and Dismissal) work on dually identified students.
  • Establish systems to support administrators in monitoring compliance, instruction, and students' linguistic progress on TELPAS.
  • Customer service oriented to support campus administrators, teachers, other staff, and families.
  • Collaborate with campus administrators to ensure appropriate placement of Emergent Bilingual students.
  • Maintain files and rosters of all EB and Monitored students in the district.
  • Oversee staff in PEIMS data entry for EBs, identification, and placement of EBs.
  • Monitor student data for academic, language proficiency, and instructional accommodations.
  • Assist at the Language Assessment Center to welcome, assess, and for the placement of EB students.
  • Maintain an accurate count of bilingual, ESL, and Parent-denial students in the district.
  • Communicate regularly with the campus contact person for information on Bilingual/ESL students.
  • Provides support and monitors the development of dual language programming and newcomer programming.
  • Responds to requests for information on specific students by campus staff.
  • Provides scores to the central database of all language proficiency student tests.
  • Customer service oriented to support campus administrators, teachers, other staff, and families.
  • Perform other duties as assigned by the supervisor that are consistent with the position's general requirements and qualifications.

Maintain emotional control under stress. Occasional district-wide and statewide travel; frequent prolonged and irregular hours.
