Job Description

Primary Purpose: Direct and manage the district’s bilingual and English as a Second Language (ESL) program. Ensure the development and delivery of the bilingual and ESL curriculum and instructional program is effective and efficient, incorporates district goals, and supports student achievement.

Qualifications:

  • Education/Certification: Valid Texas teaching certificate with ESL
  • Skills/Knowledge: Knowledge of ESL and bilingual education; Knowledge of federal and state bilingual and ESL education compliance and requirements; Ability to interpret data and evaluate instructional programs and teaching effectiveness; Ability to manage budget and personnel; Ability to implement policy and procedures; Strong communication, public relations, and interpersonal skills
  • Experience: 10 years’ experience in instructional leadership roles

Responsibilities:

  • Oversee the development and delivery of bilingual and ESL education curriculum and instructional programs that incorporate district goals and support student achievement.
  • Oversee the development and implementation of procedures to identify bilingual students at all grade levels districtwide, including review of student data and testing of students.
  • Participate in the district-level decision-making process to establish and review the district’s goals and objectives in bilingual and ESL classroom instructional programs. Ensure that goals and objectives are developed using effective collaborative processes and problem-solving techniques.
  • Monitor and evaluate bilingual and ESL instructional programs on an ongoing basis using input from teachers and principals, applied research, and student data to determine effectiveness and improve outcomes. Recommend changes and adjustments where appropriate.
  • Ensure that the necessary time, resources, materials, and technology to support accomplishment of bilingual and ESL education goals are available.
  • Plan and provide staff development including sessions on methods for identifying and instructing bilingual students and enriched learning.
