Job summary

Harnett Regional Water is seeking a Distribution System Technician to perform semi-skilled work in the installation, replacement, repair and preventive maintenance of the water distribution system.

The role includes hydrant and valve exercising and maintenance, locating lines, repairs of water/sewer lines, and operation of heavy equipment; multiple duties with safety and teamwork emphasized.

Qualifications

  • High School or GED and experience in water/sewer systems or related field.
  • One year of experience is preferred.

Responsibilities

  • Participates in hydrant and valve exercising and maintenance programs; locates existing lines and valves to update maps or mark for other contractors.
  • Repairs and replaces sewer, water lines and related facilities.
  • Inspects, takes readings and participates in maintenance and repair of water and sewer pumping stations; pumps out wet wells; assists with removing and re-installing pumps and motors; lubricates pumps; replaces floats, air relief valves, hoses, flapper valves, etc.
  • Operates backhoe, front end loader, dump trucks, jack hammers, tampers, pipe threading machines, trenchers, air compressors, and boring machines.
  • Installs hydrants, meters, valves, clamps, and related pipeline apparatus; sets meter boxes; repairs and replaces fire hydrants, meter boxes, and valves.
  • Operates the sewer rodder and/or jet machine to unstop sewer lines; pumps out septic tanks and manholes.
  • Operates tapping machine to make water and sewer taps and service connections; sets meter boxes and installs meters.
  • Responds to complaints about high bills, water taste and odor.
  • Participates in creating video tapes of sewer lines and smoke testing.
  • Participates in clearing sewer right-of-way of trees, brush, and other growth.
  • Performs other duties as assigned.

Minimum Qualifications
Education and Experience:

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

  • High School or General Education Development Diploma (GED) and experience in construction, repair, operation, and maintenance of water and sanitary sewer systems or related field. One year of experience is preferred.
Licensing And Certifications

Possession of a valid North Carolina driver's license with the ability to obtain a Class A Commercial Driver's License within 6 months from date of hire. NC Grade C Water Distribution System Operator certification within 12 months from date of hire.

Knowledge, Skills, And Abilities
  • Working knowledge of the materials, equipment, variety of methods and manual methods involved in the installation, replacement, maintenance and repair of utility lines, standard hand and power tools.
  • Knowledge of the safe use, operation and preventive maintenance of common automotive and mechanical equipment.
  • Solid understanding of the municipal water and sewer customer service policies and procedures.
  • Ability to operate heavy construction equipment such as backhoes, boring equipment, water and sewer tapping machines, front end loaders and related equipment.
  • Complete knowledge of the hazards in the work and related safety precautions.
  • Ability to establish and maintain effective working relationships with supervisors, co-workers and the public.
  • Ability to read utility line maps, operation and service manuals.
  • Ability to complete simple records of work activities.
SUPPLEMENTAL INFORMATION
Physical Requirements
  • Must be able to perform the basic life functions of stooping, kneeling, crouching, standing, walking, fingering, grasping, talking, hearing, and repetitive motions.
  • Must be able to perform heavy work, exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.
  • Must possess visual acuity necessary to read maps and diagrams, to operate a vehicle and construction equipment, to operate a computer terminal, and to read and prepare reports including the analysis of data and figures.
