Requirements

The Distribution Procurement Analyst / Buyer (DPA/B) is responsible for development of procurement strategy, specific supplier strategies, evaluation / recommendation / and implementation of procuring and activities related to securing supplier, logistics and materials. The DPA/B will coordinate between the Procurement, Supply Chain organization, and Operations teams to monitor the development of supplier pricing and strategies in support of the Contract and Company all IAW Amentum leadership, international, US, DLA, PWS, and industry requirements/standards/criteria, while maintaining safety as the highest priority. This may include, but not be limited to the following:

  • Conduct market research, purchase materials, supplies and services at the most favorable terms for the Government in accordance with Section H-1 Competition in Supplies, of the basic contract.
  • Qualify vendors, evaluate bids, and negotiate prices and terms for purchased goods and services.
  • Track purchases, monitor vendor quality, and maintain a current database of vendor information.
  • Conduct compliant procurement of materials/services.
  • Performs cost analysis and vendor tracking.
  • Ensures documentation for audit readiness.
  • Conduct needs assessments and make recommendations to Program leadership
  • Represent the organization professionally at internal and external meetings and forums.
  • Collaborate with other trainers, managers, and government POC’s to ensure procurement strategies are in line with Contract goals and requirements.
  • Maintain confidentiality and exercise discretion in handling sensitive information.
  • Ensuring compliance, performance and reporting requirements are met successfully.
  • Recommend, develop, implement, and enforce procedures/programs to increase efficiency and improve cost effectiveness to the program.

Qualifications

  • Five (5) years or more of experience in procurement and supply chain management Familiarity with FAR and DLA systems preferred
  • Excellent organizational and time management skills
  • Strong computer skills, specifically in Microsoft Word and Excel
  • Valid US or local driver's license and US passport
  • Must be able to obtain and maintain a Secret US Government Clearance. Note: US Citizenship is required to obtain Secret Clearance.
  • As needed, ability to successfully pass any medical requirements and maintain requirements for duration of any deployment
  • Country visa (as required in line with the U.S. Department of State Foreign Clearance Guide)

EDUCATION

  • High school diploma or equivalent
  • Bachelor’s degree in Business / Supply Chain preferred

Other Knowledge, Skills And Abilities

  • Experience providing excellent customer service in supporting government contract responsibilities in an OCONUS environment.
  • OCONUS work experience with a multi-national workforce
  • Ability to work in a fast-paced environment handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules and under pressure of deadlines while maintaining performance standards
  • Strong analytical capabilities with respect to metrics and process improvement

WORKING AND LIVING CONDITIONS

Depending on location and travel, position may be typical office environment with no unusual hazards, occasional lifting to 20 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must possess planning/organizing skills, and must be able to work under deadlines.

May also be required to travel to CONUS or OCONUS locations to an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120-130 degrees Fahrenheit / 50-55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time.
