Job summary

SAIC is seeking a cleared Systems Engineer to advise on Battlespace Awareness and Information Operations (BAIO) Programs within PEO C4I. The role centers on planning, implementation, and management with senior government stakeholders.

The candidate will analyze requirements, support MBSE and Digital Engineering, and provide guidance on IO architectures for both manned and unmanned platforms, interfacing with leadership and delivering technical documentation.

Qualifications

  • Bachelor’s Degree in Science, Engineering or Math with 14+ years experience; Master’s with 12+ years acceptable.
  • TS/SCI clearance with CI polygraph.

Description

SAIC is looking for a cleared Systems Engineering candidate to provide technical assistance and recommendations regarding the planning, implementation, and management of Battlespace Awareness and Information Operations (BAIO) Programs of Record within the Program Executive Office, Command, Control, Computers, Communications, and Intelligence (PEO C4I). Support includes providing high quality engineering advisory services as they relate to evaluating requirements, training and planning support, assisting in the development of doctrine, tactics, techniques, and procedures, advocating requirements in support of future effects-based warfare, assessment of Research & Development (R&D) and Science and Technology (S&T) efforts.

  • Analyze required system capabilities to determine integration requirements and define challenges and develop plans to address requirements
  • Use operational experience and technical expertise to collaborate with the Functional Team Lead for assessing requirements, designing, executing, developing, and integrating technical IO solutions on manned and unmanned platforms.
  • Conduct systems / system of systems architecture design, integration, testing, experimentation, implementation, integration, and cyber certification activities
  • Assist in development and update of IO systems technical documentation during system development
  • Provide systems engineering and technical support for ongoing Information Operations and advanced technology developments and policies to the Navy IO Customer.
  • Interface with various levels of program leadership: project managers, task and functional leaders, and product owners.
  • Control interface requirements to reduce costs, increasing efficiency, and improve the quality of the program and projects
  • Provide analysis of capabilities and software tools
  • Support Model Based Systems Engineering (MBSE) and Digital Engineering teams to develop digital representations and models of the system to support interface development.
  • Provide subject matter expertise for development of Fleet employment of Information Operations and related systems to include CONOP, CONEMP, and OPTASK development.
  • Provide subject matter expertise support in meetings, technical working groups, technical exchange meetings, and Commander's Update Briefs.
  • Provide assessments, advanced development priorities, and the review of R&D and S&T programs, proposals, projects, and others as directed.
  • Communicate requirements, work products, progress, and deliverables schedules to senior level civilians and military personnel.
Qualifications

Required Skills, education and experience: Ability to work with and build relationships with a variety of stakeholders, government technical representatives, and other supporting contractors; excellent written and oral communications; ability to work independently or in a team collaborative environment; ability to brief senior government personnel.

  • Bachelor’s Degree and Science, Engineering or Math and 14 years or more experience; Masters and 12 years or more experience. 4 additional years of experience is acceptable in lieu of advanced education.
  • TS/SCI clearance with CI polygraph
Desired Skills and Certifications
  • Prior Military experience with BAIO systems
  • Prior experience at Commander, US Tenth Fleet, Navy Cryptologic Office, and the National Security Agency and understanding of organization structure and mission focus
  • INCOSE ASEP/CSEP
  • Understanding of PEO C4I / NAVWAR organization structure, programs of records and mission focus.
  • Basic familiarity of PoR, DOD, U.S. Navy acquisition documents.

Target salary range: $160,001 - $200,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
