PMCS Group, Inc. is seeking a Cost Control II to support a major Los Angeles public agency's disaster recovery program.

This hybrid role focuses on cost accounting, budgets, encumbrances, and expenditures across multiple projects and funding sources, with responsibilities to establish cost codes and ensure audit-ready controls. You will design and administer a rebate program, prepare financial reports and dashboards, and explain program rules to staff and the public.

Qualifications

• Minimum 10 years of cost accounting or public program financial management experience.
• Experience tracking costs, budgets, encumbrances, and expenditures across multiple projects.
• Experience establishing cost codes, job cost structures, and cost capture procedures.
• Experience developing rebates or incentive programs with eligibility criteria and payment tracking.
• Advanced Microsoft Excel and familiarity with governmental financial systems.
• Ability to handle confidential information and maintain audit readiness.
• Strong oral and written communication skills in public-facing contexts.

Responsabilités

• Track and reconcile project costs, budgets, encumbrances, and expenditures across multiple projects and funding sources
• Establish cost codes, job cost structures, and procedures for consistent cost capture in accordance with agency accounting methods
• Help design and administer a rebate program, including eligibility criteria, application and verification workflows, and payment tracking
• Build internal controls that prevent duplicate or ineligible payments and keep the program audit-ready
• Prepare financial reports, dashboards, and briefing materials for management and oversight bodies
• Explain program rules clearly to the public and internal staff
• Coordinate with project managers, finance staff, auditors, and partner agencies
