WF251009 – Disabled Veteran Outreach Program Specialist – Marion County

EXEMPT POSITION

At WorkForce WV (WFWV) this position is in the Field Operations section located in the Fairmont local office. Utilizes comprehensive interviewing techniques to assess and identify employment barriers and appropriate employment goals for eligible veterans and eligible spouses who have been referred for Individualized Career Services (ICS). Provides ICS to eligible veterans and eligible spouses utilizing a case management approach per the Agency's ICS policy. Creates and modifies, when appropriate, a Veteran's Development Plan (VDP) for eligible veterans and eligible spouses enrolled in ICS that identifies both long and short-term goals, interim objectives; offers appropriate services to overcome barriers to employment or refer to partner resources. Completes, updates, and maintains accuracy of Job Seeker accounts for eligible veterans and eligible spouses enrolled in ICS including work history, education, job preferences, etc. in the applicable State employment service delivery system in accordance with agency guidance. Provides group and/or individual career coaching. Provides pre-vocational services such as development of learning and communication skills, interviewing skills, personal maintenance skills, and professional conduct to prepare covered persons for meaningful employment. Conducts outreach to veteran and faith-based organizations, One Stop and community partners, service providers, homeless shelters, VA Medical Centers, etc. to positively promote the agency's available services, encourage Job Seeker enrollment, and publicize the JVSG program specifically targeting those eligible veterans and eligible spouses who may be unable to reach their employment goals without ICS. Provides job placement assistance through the case management framework, follow-up and reporting on eligible veterans and eligible spouses referred by the Department of Veterans Affairs, Veteran Readiness and Employment (VR&E) service. Properly documents services provided to eligible veterans and eligible spouses in the applicable State employment service delivery system. Completes the required National Veterans Training lnstitute's prerequisite and job-specific courses within 18 months of assignment which requires air travel. Submits required reports to manager as directed by leadership. Attends/participates in local meetings, agency sponsored training or conferences as directed by leadership. Participates in events such as veteran Stand Downs, job fairs as directed by leadership. Attends weekly staff meetings; may provide program information as requested. Mentors and assists in the training of new JVSG staff as needed. Prepares travel requests and reimbursement forms timely. Completes timesheet daily. Other duties as directed to support program goals and expectations. Please note, this is an Exempt position and is not covered under the merit system administered by the West Virginia Division of Personnel.

Training:Graduation from a standard high school or the equivalent.
Experience:Two years of full-time or equivalent part-time paid employment.
Note:A non-veteran is ineligible to be appointed to fill a Disabled Veterans Outreach Program Specialist position.
Substitution:Successful full-time study in an accredited college or university, or resident business or vocational school training may be substituted through an established formula for the required experience.
Special Requirement:When vacancies occur, Disabled Veteran Outreach Program Specialist positions must be filled by qualified disabled veterans. If no qualified disabled veterans are available, the Bureau of Employment Programs must request a waiver to hire a non disabled veteran from the Regional Director, Veterans Employment and Training Service, U.S. Department of Labor.
