DIVISION OVERVIEW

Goodwill SWPA’s Human Services division is responsible for making Goodwill’s overarching vision a reality: enhancing people’s dignity and quality of life by strengthening communities and helping those with barriers to employment reach their full potential through workforce education and support. The Human Services division fulfills this mission providing high quality, outcome-oriented services for program participants by utilizing a comprehensive service delivery model covering a broad array of social programs.

DEPARTMENT OVERVIEW

Within the Human Services Division is the Education, Training, and Client Services department, which provides educational programming designed to develop skillsets that increase participant employability, as well as additional client services to help remove barriers to employment. The department provides free classes to eligible community members, primarily High School Equivalency (HiSET/GED) test preparation, Digital Literacy, Computer Skills, and English as a Second Language. Client services offered by the department include support and coordination of services and resources, both with Goodwill and external community partners. Programming operations included in these community services include Goodwill’s Opportunity Centers and the Welcome Center.

POSITION SUMMARY

The Director of Workforce Training leads the Human Service division’s training portfolio. This role aligns all initiatives with the organization’s strategic goals while remaining responsive to labor market demands and participant needs. This leader provides high-level operational oversight -, including budget management, funding sustainability, and impact accountability. Through coaching - the Tech Academy Coordinator and Instructional Designer, the Director cultivates team talent, drives operational excellence, and maximizes scalable outcomes. Additionally, this role spearheads the expansion of occupational tracks (such as digital skills, retail, customer service, and pre-apprenticeship training) to deliver accessible, high-quality instruction. Collaborating with Business Engagement and other internal teams, and external stakeholders, the Director co-designs and strengthens industry-informed programming.

Status: Regular, Full-time, Exempt.

Location: Workforce Development Center - 118 52nd St, Pittsburgh, PA 1520.

External Hiring Range: $65,915.20 - $77,445.89 per annum.

Schedule: Monday - Friday, 9 AM to 5 PM. Occasional evenings or weekends may be required.

Travel: Occasional travel to program and partner sites may be required.

RESPONSIBILITIES

Included but not limited to:

Strategy and Portfolio
  • Lead the strategic development of a cohesive portfolio of digital skills, retail, and pre-apprenticeship and apprenticeship pathways with stackable credentials and clear routes to employment.
  • Standardize and oversee eligibility, enrollment, assessment, and credentialing processes across programs and ensure adherence to division-wide standards for quality and accessibility.
  • Direct the alignment of curricula to employer-validated competencies and, where applicable, to Registered Apprenticeship standards in partnership with Business Engagement.
  • Direct the instructional leadership framework to ensure consistent performance, professional growth, and quality standards across the Human Services training team.
Stakeholder Engagement
  • Cultivate and manage relationships with employers, funders, partner agencies, and internal leaders to strengthen alignment and referrals.
  • Serve as the primary representative for the department on regional task forces, committees, and at community events, and use insights to inform and shape long-strategy.
  • Lead the strategic partnership with Business Engagement to secure employer validation of curricula and to establish work-based learning opportunities that enhance the training experience.
Leadership
  • Lead the design, implementation, and evaluation of workforce training in collaboration with agency leadership.
  • Manage staff accountability and align teams with departmental objectives through individual goal setting and annual evaluations for all direct reports.
  • Spearhead continuous improvement and scalable solutions that align with organizational priorities and market demands.
Fiscal Oversight
  • Develop, monitor, and manage the department budget to maximize mission impact.
  • Identify and steward funding opportunities and prepare forecasts and reports.
  • Review contracts for feasibility and alignment with service goals and support implementation.
Quality Assurance
  • Ensure appropriate data collection, documentation, and reporting to internal and external entities, including data required for licensure and accreditation, serving as the primary point of contact for external audits related to training programs.
  • Establish key performance indicators and systems to evaluate satisfaction, outcomes, and program performance.
  • Implement a data collection and analysis framework to assess impact and address compliance challenges with partners.
  • Analyze data to identify trends, successes, and areas for improvement.
Policies and Standards
  • Maintain a current and up-to-date understanding of and comply with all company policies and procedures.
  • Contribute to short and long-term organizational planning and strategy as a member of the management team.
QUALIFICATIONS

Education and Years of Experience:

  • Bachelors degree in Business Management, Education, Teaching, Psychology, Rehabilitation Sciences, Social Work, Human Services, or other related field AND 4+ years of relevant experience. OR
  • Masters degree in Business Management, Education, Teaching, Psychology, Rehabilitation Sciences, Social Work, Human Services, or other related field AND 2+ years of relevant experience.
Required
  • Progressive leadership and supervision in workforce development, training, higher education, or a closely related field
  • Demonstrated experience in strategic planning, developing a division-wide program vision, and translating strategy into operational execution.
  • Demonstrated department-level fiscal responsibility, including managing an annual budget
Preferred
  • Knowledge of WIOA, SNAP E&T/EARN; to align training requirements, pathway design, and performance outcomes across the human services portfolio.
  • Experience leading and integrating training operations across multiple sites or geographic regions.
REQUIRED CLEARANCES, LICENSES, AND CERTIFICATIONS
  • Qualified candidates must have a valid driver's license, active insurance policy, and reliable transportation for local travel.
  • Candidates are expected to complete background checks assigned by Goodwill SWPA, including a National Criminal Background check, prior to their first day of employment.
  • Candidates are expected to provide current, valid clearances (Child Abuse Clearance, FBI Fingerprints Clearance, and PATCH) prior to their first day of employment.
