Job summary

Orange County Public Schools seeks a seasoned transportation leader to oversee district bus operations, routing, dispatch, and fleet maintenance. You will guide budgeting, policy interpretation, and KPI tracking to ensure safe, efficient student transportation across the district.

Lead senior administrators, mentor area managers, and coordinate cross-functional teams to optimize service delivery while maintaining compliance with state and federal regulations.

Qualifications

  • Bachelor’s degree or equivalent with knowledge of transportation and budgeting.
  • Five years of leadership in transportation with governmental accounting or budgeting experience.
  • Two years leading teams of managers to meet department goals.
  • Ability to research and resolve problems using data from multiple sources.
  • Experience managing an organization with multiple garages and 1000+ assets.

Responsibilities

  • Plan, direct, and coordinate the efficient routing, dispatch, and maintenance of district vehicles.
  • Develop procedures for Transportation systems and budgets.
  • Oversee performance measures and cost controls within the unit.
  • Mentor and evaluate managers reporting to the Senior Director.
  • Prepare operating budgets and monitor expenditures.
  • Investigate and resolve student transportation concerns.

Salary Schedule

To provide safe, efficient, and effective transportation services for the district’s students, and oversight of the district’s operational vehicles.

QUALIFICATIONS
  • Bachelor’s degree in Business Administration, Public Administration, Logistics, or related field from an accredited institution, or any equivalent combination of related education, training and/or experience which provides the required knowledge, skills and abilities to perform the essential job functions.
  • Five (5) years of leadership experience in transportation-related area; public school environment with progressive experience in governmental accounting, finance, or budgeting, which includes expenditures and financial responsibility.
  • Two (2) years of experience managing, mentoring and leading teams of managers and employees to meet the goals and objectives of the department with a high level of success.
  • Must have the ability to research and resolve problems using data from a variety of resources and tools. Proven success in a self-directed work environment.
  • Experience in managing an organization with multiple garage operations for 1000+ preferred.

The incumbent is considered to be “essential personnel” during an emergency and can be subject to being held over or called back to a district location at all times.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of transportation logistics, safety fleet management, GPS, digital surveillance, and dispatch. Knowledge of organization and management theory and practice. Knowledge of understanding of human resources management. Knowledge of organizational development, customer service and transportation related technology.

Experience in vehicle routing analysis, simulation, budget allocation, operational and ESE policy interpretation, and compliance issues. Capacity to analyze and synthesize technical data for use in decision making. Capability to plan and organize effectively and present information in a concise, understandable manner to targeted audiences toward the achievement of district goals.

Ability to facilitate group processes in consensus building, conflict resolution, planning and decision making. Knowledge of and ability to read, interpret and enforce federal, state and local laws and policies governing the transportation of students.

PHYSICAL REQUIREMENTS

PERFORMANCE RESPONSIBILITIES

  • Plans, organizes, directs, and coordinates the efficient and effective planning, routing, dispatching, operation, inspection, maintenance, repair, and storage of school buses and other district vehicles.
  • Manage development of procedures and processes related to Transportation systems.
  • Remain current with changing technology. Make necessary recommendations for new systems and upgrades to Sr. Director, Transportation Services as needed.
  • Manage, oversee, and evaluate each manager reporting directly to him/her regarding productivity in achieving district goals.
  • Provide mentoring and guidance to direct reports. Able to problem solve and provide continuous, constructive feedback. Able to communicate and collaborate effectively.
  • Conduct individualized budget training
  • With and through staff, develop plans and identify district goals for each key performance indicator (KPI) of the unit.
  • Assist the Senior Director, Transportation Services with yearly preparation of the operating budget.
  • Investigate and resolve concerns related to student transportation.
  • Establishes/monitors use of performance measures and best practices to continuously improve quality and cost of services.
  • Coordinate the consistent application of standard operating procedures between the area managers.
  • Assist in planning and implementing a system of feedback and evaluation regarding the effectiveness of the section as perceived by the users of their services.
  • Keep the Senior Director, Transportation Services informed of critical issues within the unit and incidents about which the Superintendent and Board should be made aware.
  • Perform other incidental tasks or services consistent with the goals and objectives of this position.
  • May be required to serve as a Disaster Incident Management Team (DIMT) member during a disaster or emergency caused by severe weather, fires, power failures, pandemic, or event challenging our security.
  • Follow the district’s policies and procedures as related to all HRMD guidelines and the district’s instructional initiatives.
  • Follow the district’s policies and procedures as related to fixed assets.
  • Develop leadership in management staff.
  • Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attends training to ensure skill level in various technologies is at the level required to perform in current position.
  • Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.
  • Responsible for self-development and keeping up to date on current research, trends and best practices relevant to the area of responsibility.

TERMS OF EMPLOYMENT

Non-bargaining Unit Compensation Plan, twelve months. May have some seasonal requirements to work beyond a normal business day.
