Job summary

Massachusetts Bay Transportation Authority seeks a Director of Capital Programs to provide strategic leadership over planning, design, procurement, delivery, and closeout of a portfolio of complex transit capital projects. You will drive improvements in safety, reliability, accessibility, and customer experience across the MBTA network.

Qualifications

• Master's degree in a related field (Civil/Structural Eng. or Construction Management).
• Five years of experience managing railroad or transit projects (design and/or construction) or related supervisory experience.
• Professional certification such as PE, CCM, PMP, DBIA or equivalent.

Responsibilities

• Lead a portfolio of complex, multi-disciplinary capital projects from initiation through closeout.
• Develop strategic project delivery plans aligned with MBTA priorities and objectives.
• Establish program goals, KPIs, and performance metrics to monitor portfolio performance.
• Direct prioritization, resource allocation, and workload planning across multiple project teams.
• Oversee scopes, schedules, budgets, funding strategies, and delivery approaches.
• Ensure projects are delivered safely, on schedule, within budget, and to quality standards.
• Oversee project controls including cost management, schedule performance, forecasting, risk management, and reporting.
• Review project performance and implement corrective actions as needed.
• Ensure readiness prior to procurement including environmental approvals, permitting, and funding authorization.
• Support MBTA Capital Investment Plan development through long-range planning.
• Oversee consultant procurement, contract negotiations, amendments, change orders, and claims resolution.
• Ensure compliance with MBTA policies, regulations, and industry standards.
• Present status, risks, funding needs, and recommendations to executives.
• Foster cross-departmental collaboration to enable project success.
• Direct and develop Senior Project Managers and Project Engineers.
• Establish performance expectations and leadership development programs.
