Job summary

The University of Texas Rio Grande Valley is seeking a Director of Special Programs to oversee the College Assistance Migrant Program and Student Support Services Program. The role requires strong leadership to manage grant-funded initiatives, ensure compliance with federal regulations, and drive student access and success across multiple programs.

Responsibilities include supervising staff, developing program budgets, and cultivating partnerships with internal and external entities.

Scope of Job

To manage the operation of assigned grant funded programs, including the College Assistance Migrant Program, Student Support Services Program, and other projects as assigned, exercising independent judgment and authority as required. Responsible for all phases of the assigned programs.

Description of Duties

  • Directs, manages, and oversees program operations, ensuring compliance with federal regulations while supporting student access, retention, academic success, and college completion initiatives.
  • Develops and leads post-secondary transition processes for grant cohort participants.
  • Hires, trains, and supervises project personnel and the day-to-day activities of assigned programs.
  • Supervises the student recruitment and selection process to ensure eligible program participants benefit from program services.
  • Supervises the various activities of the program such as tutoring, workshops, student travel, mentoring, conferences, advisement, etc.
  • Prepares, maintains, and monitors program budget aligned with grant objectives and requirements
  • Investigates grant opportunities and drafts proposals and applications.
  • Supervises data collection and program evaluation for use in reporting to federal agencies and institutional assessment.
  • Develops long and short-term programs aligned with grant objectives
  • Represents programs in official functions. Attends meetings, conferences, and seminars related to the program’s mission and goal.
  • Develops, cultivates, and maintains working relationships with internal/external departments/agencies and other organizations associated with and/or receiving benefit from the program.
  • Participates in institutional and divisional events, committees, and services.
  • May perform other duties as assigned.

General direction from the assigned supervisor.

Supervises assigned staff.

Required Education

Bachelor’s degree in Education or field related to program or project from an accredited University.

Preferred Education

Master’s degree in Education, Counseling, or field related to program or project from an accredited University.

Licenses/Certifications

None.

Required Experience

Five (5) years’ experience in field related to program, to include grant management and or program administration and one (1) year supervisory experience.

Use of standard office equipment, personal computer, and audio/visual equipment.

Working Conditions

Needs to be able to successfully perform all required duties. Work is performed primarily in a general office environment. Some travel and weekend work is required,. iIncluding traveling with students. travel. Must be able to move between buildings, stoop, bend, lift and reach to set up for workshops, seminars, and presentations. Must be able to travel to local sites for workshops, seminars, and presentations. UTRGV is a distributed institution, which requires presence at multiple locations throughout the Rio Grande Valley

Must have ability to work under pressure, solve problems, and negotiate. Must possess excellent writing, communication, and organizational skills. Normally usual office environment; particular program or project may require ability to drive a car for local or distant travel for consultation, training, or meetings. May be required to be available for evening and weekend special events.
