Summary

This Senior Executive Service (SES) position is in the Office of Land and Emergency Management, Office of Superfund and Emergency Management, Response Readiness and Development Division. About OLEM. This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis.

Major Duties

The Response Readiness and Development Division (RRDD) is responsible for leading national programs and initiatives for rapid and effective emergency response deployment to releases of hazardous chemicals, oil, and biological and radiological contamination resulting from accidents, natural disasters, and/or terrorist attacks. The Division manages emergency response operations, directs policy efforts for emergency response support functions, and ensures appropriate coordination and communication with other program offices and with regions. RRDD develops and enhances contingency planning, coordination and preparedness efforts. The Response Readiness and Development Division manages comprehensive training programs for hazardous waste cleanup, emergency response, oil spill response, and response to natural disasters under the Emergency Support Function 10 which provides a coordinated federal response to actual or potential oil and hazardous materials incidents. This includes managing the Agency's National Exercise Program to ensure readiness for response and properly documenting lessons learned from responses. Additionally, the Division coordinates regional training initiatives, and maintains credentialing systems to ensure readiness and skill enhancement for response personnel. Specific duties of the position include, but are not limited to: Planning, developing, organizing, directing, and implementing major programs for which the incumbent is assigned Agency-wide responsibility. Assessing needs, defining goals, developing program plans, establishing RRDD's organizational structure, delegating authority and responsibility, and establishing overall operating policies, priorities, and procedures. Coordinating RRDD activities with internal and external stakeholders sharing a mutual interest or responsibility with the program areas. Ensuring that extramural resources, both procurement (contracts) and assistance (grants, cooperative agreements and interagency agreements) are efficiently and appropriately managed to maximize use of the Agency's resources. Supervising a large staff of employees organized into units headed by subordinate managers and supervisors.
