Catholic Charities of Baltimore, St. Vincent Villa is seeking a Director of Residential Services to provide strategic and operational leadership for St. Vincent's Villa's residential treatment program, ensuring safe, therapeutic, and compliant care across all residential units. This role is responsible for leading staff, strengthening program quality, and fostering a trauma-informed environment that supports resident well-being, staff success, and meaningful outcomes in alignment with the values, commitment, and mission of Catholic Charities.

Work Schedule: This position is regularly scheduled for 37.5 hours per week, Monday through Friday . As this is a 24/7 residential treatment center, flexibility is required to meet the needs of the center. The employee must be available to work evenings and weekends as needed , which may include adjusting their regular work schedule based on operational needs.

St. Vincent's Villa provides comprehensive residential treatment for children, ages 5-13, whose behavioral and emotional needs have not responded to community-based interventions and services.

JOB DUTIES & RESPONSIBILITIES:

  • Directs the overall operation of the Residential Services Department, with full accountability for administrative oversight, operational effectiveness, regulatory alignment, and achievement of program goals and organizational priorities.
  • Directs, hires, supervises, and evaluates residential leadership staff, including Unit Managers, the Residential Services Manager, Building Supervisor(s), Night Supervisor, and Recreation Therapist, with accountability for workforce performance, staff development, and consistent management coverage across shifts.
  • Ensures residential units operate in a safe, therapeutic, and standardized manner in compliance with agency policies, licensing, accreditation, and regulatory requirements, while maintaining fidelity to CARE (Children and Residential Experiences) and TCI (Therapeutic Crisis Intervention) philosophies and practices.
  • Maintains department staffing within budget and in accordance with required staff-to-child ratios, ensuring adequate coverage to support safety, continuity of care, and program effectiveness.
  • Oversees recruitment, hiring, and orientation for residential staff in partnership with Talent Acquisition and hiring managers, ensuring timely hiring, effective onboarding, and readiness of new employees to meet program expectations.
  • Oversees training compliance for the Residential Department, ensuring staff complete and maintain all required training, compliance gaps are addressed promptly, and workforce readiness supports safe and effective service delivery.
  • Partners with the Program Director of Clinical Services to integrate clinical treatment and residential care, promoting coordinated service delivery and consistent therapeutic interventions across the program.
  • Collaborates with Villa Maria School leadership to establish and monitor shared goals for student progress, ensuring alignment of academic, behavioral, and therapeutic interventions and accountability for student outcomes.
  • Promotes interdepartmental collaboration by facilitating communication, coordination, and crossfunctional problem-solving to strengthen working relationships and service delivery.
  • Oversees quality recreational programming across St. Vincent’s Villa, ensuring unit-based and program-wide activities support therapeutic goals, resident engagement, and overall program quality.
  • Conducts post-restraint administrative debriefings to evaluate incidents, identify follow-up actions, and reinforce practices that support safety, compliance, and continuous improvement.
  • Represents Residential Services on leadership teams, committees, and assigned workgroups, contributing operational insight and advancing quality, safety, and risk management priorities.
  • Serves as liaison to the Consumer Quality Team, ensuring residential program concerns, quality initiatives, and feedback are communicated, addressed, and incorporated into improvement efforts.
  • Leads special projects assigned by the Associate Administrator, ensuring deliverables are completed effectively and responsively to evolving program and operational needs.
  • Performs other duties as assigned in support of departmental, programmatic, and organizational objectives.

EDUCATION & EXPERIENCE REQUIREMENTS:

  • Master's degree in Human Services, Social Work, Behavioral Science, or related field.
  • Five (5) years’ experience in a residential treatment environment.
  • Five (5) years’ supervisory experience.

Certification/Licensure:

  • LCPC or LCSW license in good standing in the state of MD.
  • Therapeutic Crisis Intervention (TCI) training within 45 days of hire and Children and Residential Experiences (CARE) training within six (6) months of hire and maintained thereafter.
  • CPR/First Aid within 45 days of hire and maintained thereafter.

PHYSICAL REQUIREMENTS & WORK ENVIRONMENT:

  • This position requires an on-site presence based on the core and essential functions of the role.
  • Works a flexible schedule and has a regular, ongoing presence on various shifts, including evenings and weekends.
  • Adjusting or moving objects up to 20 lbs. in all directions, which may include lifting, carrying, pushing, pulling, or repositioning items as necessary to perform job duties.
