Job summary

Kinder Morgan, Inc. in Birmingham, AL seeks an experienced regulatory professional to manage certificate and regulatory matters for interstate and intrastate pipelines, support strategic initiatives and major projects.

The role requires leading a team, coordinating with FERC and state commissions, preparing Section 7 filings, reviewing environmental reports, and guiding tariff filings, with occasional travel and a commitment to compliance and client service.

Qualifications

• Bachelor's degree required; MBA preferred.
• Minimum 15 years of direct regulatory experience in a natural gas industry environment preferred.
• Familiarity with agencies including FERC, TRRC, CER, CRE, SENER, SAT and other state regulators.
• Established relationships with FERC and/or State Public Utility Commissions preferred.
• Strong analytical and logical thinking skills with ability to resolve complex regulatory issues.
• Proficient in MS Office applications (PowerPoint, Word, Excel, Outlook).
• Excellent communication and presentation skills, both oral and written.
• Ability to lead a team and manage multiple tasks with attention to detail and compliance.
• Must possess a valid driver's license and a satisfactory driving record.
• Background check and drug screening clearance.

Responsibilities

• Participate in the development and implementation of outreach plans and coordination with Governmental Affairs actions.
• Manage and maintain positive relationships with internal/external customers and regulatory agencies.
• Serve as a liaison with FERC Staff and other agencies throughout project life cycle.
• Manage tariff filings and reports for NGL and Hinshaw-related entities.
• Oversee preparation and filing of permits, tariffs, and regulatory reports for state and cross-border agencies (Canada/Mexico).
• Gather and compile information to respond to regulatory data requests in a timely manner.
• Represent the Company in regulatory matters with state and federal agencies.
• Occasional travel away from the assigned area may be required.

What We Are Looking For

What You Will Do

• Participate in the development and implementation of outreach plans including preparation of Order 609 notifications and coordination with Governmental Affairs actions


• Manage and maintain positive relationships with internal and external customers and regulatory agencies.


• Serve as a liaison with FERC Staff, company personnel, other agencies’ representatives during various phases of a project including the pre-filing process, the pendency of an application at FERC, the construction of a project and during post construction compliance


• Manage tariff filings and reports for entities that offer 311 or Hinshaw service, for NGL entities and for entities that purchase or sale natural gas.


• Oversee the preparation and filing of certain permits, tariffs, and regulatory reports for certain state agencies and certain agencies of Canada and Mexico.


• Manage the gathering and compilation of the necessary information to complete timely responses to data requests from regulatory agencies.


• Represent the Company in regulatory matters with state and federal regulatory agencies.


• Occasional travel away from the assigned area may be required.

What You Need

• Bachelor's degree required, MBA preferred.


• Minimum 15 years direct work experience with regulatory matters, specifically certificate applications, in a natural gas industry environment is preferred.


• Familiarity with agencies including the Federal Energy Regulatory Commission (FERC), Texas Railroad Commission (TRRC), Canadian Energy Regulator (CER), Energy Regulatory Commission (CRE), Mexico Ministry of Energy (SENER), Mexico Tax Administration Service (SAT) and other state regulatory agencies.


• Established relationships with FERC and/or State Public Utility Commissions preferred.


• Strong analytical skills and logical thought processes, with the ability to identify and resolve complex and sensitive regulatory issues/problems.


• Proficient use of MS Office applications (PowerPoint, Word, Excel, Outlook).


• Proven communication and presentation skills, oral and written, with ability to communicate with a variety of individuals and personalities both internal and outside the organization.


• Ability to work with and lead a team, take directions from supervisor(s), focus attention on details, and maintain compliance


• Ability to organize and prioritize daily work and maintain strict confidentiality.


• Ability to successfully perform multiple tasks and meet deadlines.


• Ability to perform the required and expected duties with little direct supervision.


• Must possess and maintain a valid driver's license and a driving record satisfactory to the Company and its insurers.


• Successful completion of background check and drug screening.
