Job summary

TECO Peoples Gas in Florida seeks a Director of Rates, Cost of Service & Financial Analysis to lead pricing, cost-of-service studies, regulatory financial analysis, and regulatory policy support. This role directs rate design for base rates, tariffs, and special contracts, and oversees preparation of cost-of-service studies with expert FPSC testimony.

The position requires MBA or related graduate work preferred, plus extensive regulatory leadership experience and strong analytical skills.

Qualifications

• Bachelor’s degree in Accounting, Legal, Finance, Economics, Engineering, Business or related field.
• 10 years of regulatory experience and/or experience in industry structure, utility finance and ratemaking.
• 4 years of leadership experience.
• Proficiency in Excel, Word, PowerPoint and other PC-based software.

Responsibilities

• Direct the preparation, development, and filing of natural gas distribution rate designs/approaches/forecasts and related analyses, with expert testimony before FPSC.
• Lead the annual load and revenue forecast for residential and small commercial base revenue and riders.
• Provide leadership in meetings, develop strategies, and advise officers on regulatory issues.
• Oversee pricing and cost-to-serve regulatory activities for various clauses/riders and contribute to policy development.
• Participate in legislative initiatives affecting the business and draft/edit proposed legislation.
• Direct cost-of-service studies for FPSC proceedings and provide expert testimony.
• Provide regulatory strategy and pricing analysis to business groups within PGS and Emera.
